58 -- FIREFINDER AN/TPQ-37 PRE-PLANNED PRODUCT IMPROVEMENT (P3I) PROGRAM/BLOCK II SOL DAAB07-98-R-S003 DUE 121997 POC Point of Contact -- Katherine N. E-MAIL: FIREFINDER AN/TPQ-37 Pre-Planned Product Improvement/Block II, conklink@doim6.monmouth.army.mil. A competitive, Best Value, acquisition for award of a Cost Plus Incentive Fee contract for the Engineering and Manufacturing Development (EMD) of AN/TPQ-37 Block II system is planned. This effort will call for the design, development, test, and delivery of three (3) EMD systems which will be subjected to technical and operational testing prior to a production milestone decision which may result in a follow-on contract. The system will locate and classify mortar, artillery, rockets, and missiles. The system, in its transport configuration, shall also be transportable (drive-on/drive-off) in C-130 and larger military cargo aircraft. The AN/TPQ-37 Block II program will upgrade the AN/TPQ-37 Artillery Locating Radar by replacing the Antenna Transceiver Group (ATG). This program will develop a new antenna subsystem, to include an upgraded/new signal processor with reuse/new software and interface the new antenna subsystem with an existing Operations Central (OC) shelter from the AN/TPQ-36(V)8 system. This is a 42-month effort. Award is anticipated for the 1st calendar year quarter of 1998. This procurement is open to all size businesses. Access to some Solicitation documents, marked "Secret U.S. Only", however, requires that the business have a "Secret" Security Clearance. The small business size standard is 750 employees for the SIC code of 3812. All responsible businesses may submit a bid that will be considered by the agency. The U.S. Army Communications-Electronics Command (CECOM) has established an Acquisition Center Business Opportunities Page (ACBOP) on the World Wide Web to provide electronic transmittal of Request for Proposals (RFPs) and Invitations for Bids (IFBs) from Government to Industry. As of the date of the release of this synopsis, draft documents including the Performance Specification, appendices for the Performance Specification, Statement of Work, Contract Data Requirements Lists (CDRLs), Scenarios, CWBS, and Sections L (Instructions and Conditions and Notices to Offerors) and M (Evaluation Factors For Award) have been uploaded to the ACBOP at the site of the above listed solicitation number. The Final Solicitation will also be uploaded to the ACBOP at the site of the same solicitation number. Approximate date of final Solicitation release is between 10 November and 20 November 1997. Within 1 week after release of the final solicitation a pre-proposal conference shall be held at Fort Monmouth, New Jersey. The Solicitation will list further details about the pre-proposal conference such as the time, date, and place. All interested parties are invited to attend.
