The Naval Undersea Warfare Center Division, Newport has a requirement for an X-ray diffraction unit consisting of the following requirements: (1) x-ray generator with ceramic tube (copper anode), (2) goniometer, (3) proportional detector, (4) monochromator, (5) six sample holders, (6) thin film attachment along with focusing and parallel beam optics on a dual arm (eliminating need for realignment or removal of attachment, (7) attachment for temperature control to allow cooling of sample in range from liquid nitrogen to 400 degrees Celsius, (8) closed-loop chiller, (9) CPU (Pentium 200) color monitor (minimum 17 inch), color printer, (10) software for instrument control, data acquisition and database (PDF1 database license, search/match). Additionally, training for two individuals on site (Newport, RI) on the hardware and operation of the unit is required in addition to follow-up software training. Delivery is required 90 days after contract award. Delivery is FOB Destination. Place of delivery: Newport, RI. The Government intends to award the contract for this commercial item to the responsible offeror whose offer is determined most advantageous to the Government considering the following factors: (1) Technical capability of the item offered to meet the Government's requirements, (2) Price, and (3) Past Performance. Technical Capability and Past Performance when combined are significantly more important than Price. Areas of technical capability to be considered in the Government evaluation will include: hardware quality, software quality, training, technical support and safety of equipment.
