The Environmental Protection Agency (EPA) has a requirement to purchase under separate purchase orders a total of approximately 35 single channel and 4 sequential monitors on a sole source basis from the following manufacturers: BGI, Inc., Graseby Anderson, Rupprecht & Patashnick and Thermo Environmental Instruments. These four vendors are the only firms that have submitted and received approval of first article units for this equipment. The monitors are required beginning November 15, 1997. Interested parties who believe they can deliver this equipment in the required timeframe are invited to submit, in writing, an affirmative response demonstrating that they have already submitted first article units for single channel and sequential PM2.5 monitors, and have received EPA approval of those first article units, and can deliver production units within the specified time frame. Any written response must be received no later than 15 days after publication of this synopsis. In order to be responsive, the correspondence must be accompanied by a written narrative that clearly demonstrates that first article approval has been received, and delivery can be made as required, and will permit the Agency to determine a bonafide capability to meet the Government's requirements. Responses without the required documentation will be considered non-responsive. This is NOT a formal notice of solicitation. No telephone or facsimile requests will be honored. See Numbered Note 22.
