seafood markets are determined to be commercial item requirements and
will be subject to the wage rates established by the Department of
Labor for each location. Estimated sales volume is based on the
incumbent's merchandising and marketing methods. Vendors should use
their business judgement in estimating what the volume of sales will be
based on their method of doing business and knowledge of the available
market in the area. DeCA provides the facility, display and work area
equipment, utilities and operational supplies to be used in the
commissary. The contractor is required to provide bulk fresh and frozen
unprocessed fish (US Food Code Grade A quality) and water foods (raw
shrimp, lobster, shucked oysters, clams) on ice; labor to staff each
site (normal operating hours to be consistent with the commissary
operating hours, normally 9-10 hours, 6 to 7 days per week, each
location differs); product at "best customer prices," if not, at a
discounted price from the local commercial area; adequate management
and corporate structure to manage and operate the in-store seafood
market in an autonomous mode which requires only slight Government
oversight. Some locations include lobster tanks and/or steamers.
Product and work effort is subject to US Food Code standards. DeCA
invites all interested vendors to submit comments concerning the DeCA
