requirement for a Nuclear Magnetic Resonance Spectrometer for use by
the National Enforcement Investigations Center (NEIC) in Denver,
Colorado. This procurement is to be done on a sole-source basis. The
purpose of this procurement is to obtain a three channel high
resolution 500 MHz Fourier transform nuclear magnetic resonance system
with pulsed field gradient capabilities and four probes, including two
probes with broadband autotune capabilities. The system must be fully
automated, have the best available user-friendly software, while being
compatible with NEIC's current work patterns, instrument placement,
and scanning electron microscope. The vendor shall deliver and install
a complete system, including all hardware, software, computer
system(s), autosampler(s), schematic diagrams, and manuals. The vendor
shall include 24 or more in-house training, and 40 or more hours of
additional system operator training for two or more primary operators.
Fully warranted parts, labor, and transportation expenses on the
complete system for one year is also required. The Contracting Officer
has determined that JEOL USA, Incorporated is the only firm capable of
supplying the needed equipment and, therefore, a sole source contract
