Missile Defense Organization (BMDO), Security, Intelligence &
Countermeasures Directorate (BMDO/DSI), Threat Program Office requires
technical and programmatic services for coordinating the establishment
of threat requirements; planning and monitoring threat development
efforts of the Executing Agents; coordinating delivery of threat
products; and in providing material for the planning and budgeting
process. This will include operating some government-provided
databases, and creating and maintaining relational databases using
commercial off-the-shelf software. Specific functions include
involvement in developing the Capstone System Threat Assessment Report
(STAR), National Missile Defense System Threat Assessment Report (NMD
STAR), Aerodynamic Missile Threat Document (AMTD), Service STAR
Annexes, Threat Reference Guide (TRG), Monthly BMDO/DSI Intelligence
Summary, Threat Activities Report, Intelligence Production Requirements
(PRs), and Program Management Agreements (PMAs); and maintenance of the
Intelligence Threat Library. A Contractor's support staff facility,
including a Sensitive Compartmented Information Facility (SCIF) and TOP
SECRET conference capability with a minimum seating capacity of ten
people, is necessary within close proximity to the BMDO Headquarters at
the Pentagon and Crystal City, Arlington, with reasonable access via
Metro subway transportation.Clearance requirements will include TOP
SECRET/SCI for the Program Manager and the majority of the
principal/senior level personnel; a minimum SECRET level clearance will
be required for all other personnel. A draft Statement of Work will be
posted to the BMDO Acquisition Reporting Bulletin Board (BARBB) at
http://www.acq.osd.mil/bmdo/barbb/barbb.htm. The Government intends to
post to the BARBB other technical description documents and the RFP
information as it becomes available. The significant, non-cost
evaluation areas for award will emphasize the breadth and depth of
corporate and technical experience directly related to the tasks; past
performance, and management capabilities. The contract will be a
completion Cost-Plus-Fixed-Fee type, with a 2-year base period and
three 1-year options. Planned contract award is June 1998. Small
businesses/small disadvantaged businesses as defined in Standard
Industrial Classification Code 8731, Commercial Physical and Biological
Research -- Space Vehicles and Guided Missiles, Their Propulsion Units,
Their Propulsion Unit Parts, and Their Auxiliary Equipment and Parts
(1,000 employees) are invited to submit to the contracting office as
early as possible, but not later than 15 days after this notice,
evidence of their capability to perform the contract, in order to
assist in a set-aside determination in accordance with FAR 19.5. Send
