The National Park Service, Golden Gate National Recreation Area, San
Francisco, CA, has identified a requirement to procure services of a
qualified firm to operate and maintain a telecommunications/telephone
system principally located at the Presidio of San Francisco. Other
areas of Golden Gate NRA, such as, but not be limited to, East Fort
Baker, Fort Cronkhite, Fort Barry, Fort Mason, and Fort Point, may be
included in the covered areas subject to the terms of the Statement of
Work, at the discretion of Golden Gate NRA. It is anticipated that
contract award shall be for a base period and four (4) 1-year options,
exercisable at the sole discretion of Golden Gate NRA, subject to
availability of funds. The base period shall be from date of contract
award through 1-year period. The stated purpose of this operation and
maintenance service contract shall be to provide all on-site resources
including staffing and equipment necessary to operate the
telecommunications/telephone system, including but not limited to a
Business Office with service desk, voice mail and billing system; a
switching system, an outside plant, inside plant and transmission
equipment. The successful offeror shall be required to provide routine
and non-routine maintenance and operations including, but not limited
to preventive maintenance, corrective maintenance and demand
maintenance as necessary to assure uninterrupted telecommunications
service to the NPS and commercial clients. Elements to be maintained
and operated include, but are not limited to: telephone switching
system equipped with AT&T 5ESS version 9.2 and greater switch,
associated optical remote switching modules and supporting
infrastructure; outside cable plant including fiber-optic, metallic
cabling, and supporting infrastructure; inside cable plant;
transmission equipmentincluding SONET and SLC system electronics and
supporting infrastructure; installation services for all service
departments; business office services including provision of customer
service, emergency repair services, maximizing cost recovery,
developing and implementing rates for telecommunications services. The
following are minimum qualifications for consideration for award;
failure to demonstrate compliance with all these minimum requirements
shall disqualify the proposal from further consideration for award: (1)
Demonstration of five years experience maintaining and operating a
telephone central office with AT&T/Lucent 5ESS, SLC and SONET
technologies, and an Outside Plant infrastructure including aerial,
underground and direct buried type construction, multi-pair metallic
cable, coaxial, multi-mode and single mode fiber-optic cable, and
pressurized cable systems; and (2) Demonstration of capability to
provide specified staff with required experience and certification for
the following positions: (a) one certified switching system engineer
with five years experience and AT&T/Lucent certifications required for
engineering AT&T 5ESS v.9.2 switching system and subsequent upgrades;
(b) two certified switching technicians with three years experience
and AT&T/Lucent certifications required for AT&T 5ESS v.9.2 switching
system and subsequent upgrades; (c) one telecommunications transmission
technician with five years experience training and AT&T/Lucent
certification for SONET and SLC transmission equipment; and (d) one
computer programmer with two years experience and AT&T/Lucent
certification for Advanced Communications Package ("ACP") and
Telecommunications Resource Management System (TeRMS") software package
and the TMS-5 Software Package upgrade and Right to Use software
including Tuxedo Transaction Processing Environment, Infomix Online
DBMS, and SQRIBE Technology SQR3 operating system software. Proposals
which fully conform to the minimum qualifications listed above will be
further evaluated subject to the following additional criteria which
are of equal importance: (1) Specialized and recent experience of the
firm including expertise with projects similar in scope and technical
requirements; (2) Demonstrated capability to manage and staff multiple
telephone system projects; (3) Past performance on telephone
maintenance and operations projects for government agencies and private
industry in terms of cost control, customer service, quality of
engineering and technical work, in conformance with performance
standards, service response times, and restoral times set forth in the
Statement of Work; (4) Demonstrated capability of drafting standard
operating procedures, technical reports, and workmanship manuals for
maintenance and operation of a telephone central office, outside plant,
and inside plant. Submit one single set as an appendix to proposal: (5)
Demonstration of financial capability necessary to staff and perform a
project of this scope; and (6) Location of an existing business
ortelephone operations center within 100 miles of the
Telecommunications Operations Center, Building 67, Presidio of San
Francisco, Golden Gate NRA. The applicable SIC Code is 8744. This
solicitation is an unrestricted procurement inviting full and open
competition. The National Park Service, Golden Gate NRA, welcomes and
encourages small, small disadvantaged, and women-owned business
concerns to participate. Solicitation documents will be available o/a
12/18/97. Requests for the solicitation MUST be submitted in writing to
the address contained herein. All interested firms will be notified of
the non-refundable fee which will be established at a later date. The
firms who responded to the original synopsis need not resubmit their
interest. Subcontracting plans may be required from all large business
concerns with their initial offers which will identify percentage
goals for using small, small disadvantaged, and women-owned business
concerns. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS
SOLICITATION, EITHERBEFORE OR AFTER THE RFP CLOSING, WITH NO OBLIGATION
