the day-to-day servicing of directly written individual and Group
(National) Flood Insurance Program (GFIP) policies including
underwriting, claims examination and payment, financial accounting, and
reporting. This servicing must be maintained in an uninterrupted manner
and to Program and contract standards. The Contractor will also help
coordinate operations of the National Flood Insurance Program (NFIP)
servicing facility with other insurance and government hazard
mitigation and disaster response activities. Furthermore, the firm will
operate as a fiduciary agent for premium and other NFIP funds
collection, and meet deposit and other accounting requirements of the
NFIP. In addition, the Contractor will also be required to meet regular
and ad hoc information and reporting requirements (including
statistical), as well as operate a servicing facility on behalf of the
Government for the NFIP. In addition to centralized claims processing,
the Contractor will also be required to establish catastrophe and
coordination offices in the event of large scale or severe flooding for
the purposes of expediting claims and coordination with Write Your Own
(WYO) companies, wind pool, beach plan and FAIR Plan insurers and
Federal disaster assistance personnel. The Contractor will also perform
automatic data processing (ADP) systems development and operation,
which will encompass policy administration, claims, management, WYO and
other reporting systems. It is anticipated that the period of
performance of the contract will be for one year. Four one year hard
options shall also be negotiated. The Government intends to use
performance-based contracting methods for this procurement. In
addition, in awarding this contract, the Government will use the
procedures established in the final rule for the FAR 15 rewrite. All
