Schweer/For plans and specifications call Plan Issue at (619) 532-2084. THIS NOTICE HEREBY SUPERSEDES PREVIOUS NOTICE DATED SEPTEMBER 03, 1997, SUBMISSION NO. 117771. Sources sought to furnish all labor, approved materials and equipment required for the following items of work. THE MAJORITY OF THE WORK IS LOCATED IN AN ENVIRONMENTALLY SENSITIVE AREA. CONSTRUCTION WILL OCCUR IN LOCATIONS WITH SEASONAL SURFACE WATER OR SHALLOW GROUNDWATER. MCON P-030 (Project A) -- Work includes (a) demolition of an existing temporary steel railroad car bridge and construction of a new cast-in-place prestressed concrete bridge with pile foundations, (b) construction of new approach roads and bridge abutments, with rock slope protection and soil-cement revetment, (c) construction of a remotely controlled traffic signal and relocation of existing airfield lighting, and incidental related work. MCON P-010 (Project B) -- Work includes (a) construction of a soil flood protection levee and cast-in-place concrete floodwall. Specific portions of the levee may be optionally constructed of reinforced earth with soil-cement revetment. An existing earth levee shall be demolished and will provide some of the materials for fill and rock slope protection for the new levee, (b) construction of rock slope protection toe scour protection along the levee and floodwall, (c) construction of a stormwater management system consisting of collection system, earth and concrete ditches, and a pump station with diesel engine -- and electric motor-driven pumps with an automated control system, and incidental related work. -- Firm Fixed Price Contract -- . Contract Duration is approximately 730 calendar days. -- This project is unrestricted -. The Standard Industrial Code is 1622 and the annual size standard is $17.0 million. It is recommended that the subcontracting goals reflect a minimum goal of 5% for Small Disadvantaged Businesses. This procurement is to be awarded to the responsible offeror who submits the proposal most advantageous to the Government considering the following evaluation factors: Price, Past Performance, and Specialized Experience/Qualifications. The following evaluation factors and subfactors shall be used to evaluate the technical quality of the proposals. The factors and subfactors are listed in order of importance. Elements within subfactors are of equal importance. Factor 1 -- PRICE; Factor 2 -- PAST PERFORMANCE comprised of the following subfactors 2.1 Delivering quality work in a timely manner at a reasonable total cost as evidenced by previously completed projects of similar scope and magnitude, 2.2 Effectiveness of management and commitment to customer satisfaction, and 2.3 Degree of satisfaction expressed by the customer when contacted.; Factor 3 -- SPECIALIZED EXPERIENCE/QUALIFICATIONS comprised of the following subfactors 3.1 The number and quality of projects completed in the past ten (10) years, with scope, magnitude, complexity and cost similar to the requirements in this RFP, 3.2 Specialized experience and qualifications of key personnel proposed, and 3.3 Capacity to perform within the required schedule. SITE VISIT IS SCHEDULED ON NOVEMBER 24, 1997, with participants to meet at 9:00 am at the ROICC Office, Bldg. 22101, Marine Corps Base, Camp Pendleton, California. A PRE-PROPOSAL CONFERENCE IS SCHEDULED ON NOVEMBER 25, 1997, at 9:00 am, with participants to meet at Southwest Division, Naval Facilities Engineering Command, 1220 Pacific Highway, San Diego, California. THIS IS NOT A PUBLIC BID OPENING. The estimated cost is between $10,000,000 and $25,000,000. NOTE -- plans and specifications will NOT be mailed to firms within a 20 mile radius of the local San Diego area. Requests for solicitation packages must be in writing stating RFP number N68711-97-R-8338, with complete name, address, area code and phone number, and whether bidding as a prime/subcontractor/supplier. Solicitation packages may be personally acquired from Plan Issue or by mail. Mail requests to Southwest Division, Naval Facilities Engineering Command (Plan Issue), 1220 Pacific Highway, Building 132, San Diego, CA 92132-5187. Telephone requests will NOT be accepted. Solicitation packages are limited to two (2) sets per prime and one (1) set per subcontractor/supplier. There will be a charge for plans and specifications yet to be determined.
