Systems Center San Diego (SSC-SD) intends to negotiate a hybrid firm
fixed price and time and materials, delivery order contract in
accordance with FAR Part 15 for the following items and repair
services: * PORTABLE SENSOR PLATFORMS (PSP's), SPARE PARTS and REPAIR
SERVICES The portable sensor platform consists of a modified High
Mobility Multipurpose Vehicle (HMMWV) trailer. Major modifications to
the standard HMMWV trailer include an increase in length to 25 feet and
the installation of a hydraulic extendible mast assembly. The mast when
fully erected reaches a height of 20 feet. The mast is populated with
a variety of communication, radar and Electronic Support Measures
antennas. In its collapsed state the PSP is fitted with a cover. The
PSP is used in conjunction with a MIUW-SU van and is linked to the van
with a 150 foot electrical cable and with another cable to an
electrical generator. The cables are stored on reels on-board the PSP.
The PSP is designed to be towed by a HMMWV or similar types of
heavy-duty utility trucks on both improved and unimproved roads. The
scope of manufacturing includes fabrication of machined parts,
electrical cables, electronic assemblies, hydraulic hoses and fabric
covers, after-market modification of purchased components, welding,
painting, assembly and finish work. This effort calls for fabrication
of seven (7) PSP's, one (1) lot of initial spare parts, production
quality assurance requirements, and acceptance testing and delivery
requirements. Five (5) more PSP's may be required to be built in
incremental batches over the next five years. These will be ordered by
delivery order. Additionally, the contractor shall be required to
conduct repairs on PSP's which have been delivered to the government.
It is anticipated that the scope of these repair services will range
from simple fabrication of replacement parts, to repair/refurbishment
of broken parts to actual field service calls requiring on-site repair
of a broken PSP. The solicitation document will contain further
information. The solicitation document will be issued approximately on
4 December 1997. For copies of the solicitation, only written requests
