WILL NOT BE ACCEPTED. The Environmental Protection Agency (EPA) is
soliciting a contractor to evaluate real-time monitoring as an
alternative to discreet sampling methods for monitoring wet-weather
flow (WWF) impacts to receiving water. The term real-time monitoring
includes measurements recorded and stored in data loggers for later
collection and processing. A side by side comparison will allow a
preliminary evaluation of which approach is more cost effective, more
practical and produces reliable results. This information would allow
EPA to establish protocols to determine which parameters should be
monitored and sampled for receiving water impacts. The information also
allows the identification of the most effective combination of methods.
Offerors must demonstrate access to water flow data; have access to
urban runoff that provides multiple sources of WWF to receiving waters;
and demonstrate the availability of the required laboratory facilities.
The total time of the project willnot exceed 24 months. This
solicitation is a total small business set-aside. The SIC is 8742. The
