Officer The National Institutes of Health, National Institutes of
Neurological Disorders and Stroke (NINDS) intends to award a sole
source purchase order to The University of Southwestern Louisiana, New
Iheria Research Center, under the authority of 41 U.S.C.252(c) (1),
FAR 6.302-1, a contract to provide facilities and supplies for the care
of animals. The contractor shall provide continued housing, veterinary
care, experienced animal technicians, clinical chemistry,
hematological, histopathological, autospy and clinical pathological
services for the support of a nonhuman primate (NHP) breeding colony of
macaques in an Association for Assessment and Accrediation of
Laboratory Animal Care (AAALAC International)-accredited institution.
The need for a macaque breeding colony was identified because of
periodic shortages of young, naive NHPs required for scientists at the
NINDS to continue biomedical research in neurological disorders and
disease. It is critically important to have an uninterrupted supply of
age-specific, disease-free macaques to continue research projects and
initiate new studies. The NIRC of the Southwestern University of
Louisiana, has sucessfully developed and managed a macaque breeding
colony for NINDS for the past seventeen (17) years. Consideration must
be given to the impact of uprooting a stable breeding colony and
transporting to another facility. Because Department of Transportation
requires individual shipping containers for NHP, animals would have to
be reintroduced, slowly and singlely, onver time. It would take
approximately two years for the group to reform, stabilize and then
begin to breed. This would have a negative and severe impact on
research for 5-10 years or until animals were reliably producing
offspring again. This is not a request for quotes, vendors whom believe
they can meet the government requirements may submit their
qualifications. The submission must be in writing and must contain
sufficient detail so that a determination can be made regarding meeting
the governments requirements. The submission must be received by the
