U.S. Environmental Protection Agency, Region VII, intends to acquire
ASL Interpreting and General Clerk I services for Region VII for the
period of January 1, 1998 through December 31, 1999. This is a combined
synopsis/request for quotation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. The Request for Quotation
(RFQ) Number is RFQ-01-07-98. The RFQ document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46. This acquisition is a total small business set-aside.
The standard industrial classification (SIC) is 7389 and the small
business size standard is $5.0 (5 million dollars). The acquisition is
being conducted under Simplified Acquisition Procedures as outlined in
FAR Part 13. The provision at FAR 52.212-1, Instructions to Offerors --
Commercial; 52.212-4, Contract Terms and Conditions -- Commercial;
52.212-5, Contract Terms and Conditions Required to Implement Statutes
and Executive Orders -- Commercial Items, and any addenda thereto,
apply to this acquisition. The provision at FAR 52.212-3, Offer,
Representations and Certifications -- Commercial Items, apply to this
acquisition; each offeror shall include a completed copy of FAR
52.212-3 with their quote. Award will be made based on price and other
factors. The following factors shall be used to evaluate offers: (i)
personnel qualifications; (ii) price and (iii) past performance. The
following minimum criteria must be met. The contractor must have a
minimum certification level of 2 = Intermediate beginner's level to
interpret or transliterate a minimum of 70% of the performance
screening, and possess basic computer skills, ie., WordPerfect software
for Windows 3.1. Award will be made to the offeror with the
lowest-evaluated cost or price whose proposal meets the minimum needs
of the Government. The U.S. EPA Region VII intends to make a single
award for Interpreting (sign language) and General Clerk I Services for
the period of January 1, 1998 through December 31, 1999. The same
individual responsible for interpreting shall be responsible for
performing the general clerk I duties. Interpreting and General Clerk
I services will be required on an on-call basis for various functions
located at U.S. EPA, Air, RCRA, & Toxics Division, 726 Minnesota
Avenue, Kansas City, KS 66101. Offeror is required to provide written
assurance that only qualified interpreters/general clerks shall perform
this service. The exact number of hours required is unknown; however,
the anticipated award will be for approximately 1,600 hours of
interpreting and 300 hours of general clerk I work for the entire
contract period. However, the number of hours are subject to change at
any time during the contract period. An unpriced purchase order will
be issued to the successful bidder with an initial not to exceed
amount. The unpriced purchase order will be executed on a declining
balance. A record of the declining balance will be maintained by the
Air, RCRA & Toxics Division. The current Department of Labor Wage
Determinations No. 88-0742(R6) dated 9/30/96 and No. 94-2307 (R11)
dated 6/30/97 are applicable. See conformance requirements for No.
88-0742. Contingency fee for late cancellation will be
considered/evaluated and negotiated. Offerors shall provide the
following: (1) hourly charge for interpreter service; (2) hourly charge
for general clerk I service (3) mileage/travel charge per visit; (4)
cancellation fee policy and (5) brief history of firm and qualified
personnel. No telephonic responses to or requests for additional
