205-842-8085. The U.S. Army intends to enter into negotiations with
Team Apache Systems (TAS) for a complete business process
re-engineering of the Apache Helicopter Logistics System. This
acquisition is titled Apache Prime Vendor Support (PVS). TAS is a
limited liability company comprised of Boeing Company's
McDonnell-Douglas Helicopter Company and Lockheed Martin Electronics
and Missile Company. Only TAS which is comprised of the system
developers and producers of the Apache System is capable of performing
this requirement. The proposed requirement is sole source to TAS. TAS
intends to locate its operations in Huntsville Alabama upon award of
a contract. The current TAS address is 5000 East McDowell Road, Mesa
Arizona 85215. The re-engineering of the Apache Logistics process is
the transfer of the Government's logistics integration function for the
Apache system from the Government to TAS. These logistics functions
include portions of the following functions: requirements
determination, planning, and management; acquisition of parts,
inventory management, and distribution/transportation management; depot
repair support and services; configuration management and engineering
support; worldwide field technical and supply support. The contract
will be a one year contract with four one year priced options and will
include a phase in transition period. The award is subject to Agency
approval that the negotiated contract provides the Government with cost
savings and/or service improvements over present operations, as well as
Army compliance with all applicable Federal cost comparison statutes
and regulations. As part of this process, the Army will consider
whether Apache PVS rises to the level of a privatization which does not
trigger OMB Circular A-76, or merits the execution of an agency cost
comparison waiver. The contract will require the contractor to comply
with the statutory requirements for continued Government depot
operations. The business process re-engineering will require TAS, as
part of their management responsibility, to sub-contract to the maximum
extent practicable in order to continue to compete items that the
Government has competed and to incorporate Government bidders lists
into their bidders list and assure these bidders of the opportunity to
continue to compete for items, and to continue to set aside for small
businesses those items which the Government has set aside for small
