962-7718 17. Project Description: Work may consist of the removal,
replacement, or improvement of above and below ground containers,
containment structures, and ancillary features within the North
Atlantic Division's geographic boundaries. The work may require the
relocation of utilities. Contractors shall possess all qualifications
as speified in applicable federal (to include U.S. Army Corps of
Engineers), state, and local regulations. Containment structures
include, but are not limited to underground storage tanks, above ground
storage tanks, liquified petroleum gas tanks, oil-water separators,
transformer vaults, etc. Potential contents include, but are not
limited to, petroleum oils, and lubricants; RCRA hazardous wastes,
waste oils; sediments; poly-chlorinated biphenyl; etc. The contractor
may perform work in Main, Vermont, New Hampshire, New York,
Connecticut, Rhode Island, Massachusetts, Pennsylvania; New Jersey,
West Virginia, Maryland, Delaware, Virginia, and the District of
Columbia.Contractors shall prepare all plans and reports required by
federal, state, U.S. Army Corps of Engineers, and local regulations.
These plans include, but are not limited to Chemical Data Acquisition
Plans, Safety, Health, and Emergency Response Plans, closure plans,
closure plan implementation summaries, closure reports, etc.
Contractors shall obtain all required permits and notify local, county,
state and federal authorities as required. Contractors shall be
responsible for the removal, transport and disposal of the containers
and containments structures, accessories, contents, excavated material
and other debris and wastes generated in the performance of this work.
The government shall obtain services using task orders tailored to meet
site-specific conditions. The contractor shall be capable of
simultaneously executing task orders throughout the specified
geographic region. Work shall be performed in one base year and three
option years. The government intents to award three contracts.
Themaximum contract amount is $4 million per contract. Minimum
guarantee is $20,000 for the base year and $10,000 for each option
period, if exercised. SUBCONTRACTING PLAN REQUIREMENTS: If the selected
contractor is a large business concern, the contractor shall submit a
subcontracting plan with the proposal. A minimum of 70% of the total
planned subcontracting dollars shall be placed with small business
concerns. At least 15% of the total planned subcontracting dollars
shall be placed with small disadvantaged businesses (to include
Historically Black Colleges and Universities and Minority Institutions)
and at least 8% of the total planned subcontracting dollars shall be
placed with small women-owned businesses. Responses received within 15
days from the date of this issue will be considered for selection.
Base specifications are $25.00 each; non-refundable. Make check or

o/a 12 December 1997. A pre-proposal conference is tentively scheduled
for November 24, 1997 at the Holiday Inn, corner of Lombar and Pratt
Streets, Baltimore, MD. In order to comply with Debt Collection
Improvement Act of 1996, effective March 1, 1998, all contractors must
be registered in the Central Cotractor Registration (CCR) to be
