combination synopsis and solicitation for commercial items prepared in
accordance with the format in FAR, Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested, and
a written solicitation will not be issued. The solicitation number is
F04700-97Q-0005. This is a Request for a Quotation. This solicitation
document and incorporated provisions and clauses are those in effect
through the Federal Acquisition Circular (FAC) 90-46 and DAC 91-12. The
Air Force Flight Test Center (AFFTC) has a requirement to design,
build, and furnish all labor, materials, equipment, and supervision
required to install a pressure demand air breathing system in buildings
1600-A, and 1634, located at 300 East Mojave Blvd, Edwards Air Force
Base, CA. The purpose of this system is to provide a safe, reliable,
and healthy air breathing system, that will protect the painters
painting various military aircraft. Thespecific requirements for each
building are as follows: (1.) For Building 1600-A, provide the
following: (a.) Provide an oil-less or oil free rotary compressor that
can adequately support eight (8) personnel on a continuous demand
basis. Compressor needs to be installed outside of the building with a
weather package, (b.) Breathing air purifier that can adequately
support eight (8) personnel on a continuous demand. Purifier needs to
be installed inside of the building in the walkway area, (c.) Provide
an air storage tank that can adequately support eight (8) personnel.
This tank needs to be installed outside the building with a weather
package (if required), (d.) The system must be hard plumbed into the
building. Plumbing required for an air breathing system that is
designed for eight (8) people (four breathing outlets per wall, on two
walls, equally spaced, with female quick disconnects that connect up
to 3M W-3239 male quick disconnect fittings.) Plumbing will be leak
free, (e.) System will be electricallyhooked up, (f.) The air
compressor, breathing air storage tank, and outdoor plumbing need to be
painted to match the building's exterior paint color, (g.) The system
being installed must meet OSHA regulations for air breathing standards
as well as meeting California electrical and mechanical codes, (h.)
The system installed must be a "turn key" operation, (i.) The
contractor is responsible for ensuring that all work meets the
requirements of Federal, State, and local building codes, including but
not limited to; Uniform Building Code (UBC), Uniform Mechanical Code
(UMC), and Uniform Plumbing Code (UPC). (2.) For Building 1634, the
same requirements and specifications apply except that the pressure
demand air breathing system must be designed to adequately support
seventeen (17) personnel. Specifically, six breathing outlets per wall,
on two walls, equally spaced, with female quick disconnects that
connect up to 3M W-3239 male quick disconnect fittings in the aircraft
painting booth, all equally spaced. Two (2) breathing outlets on the
inside wall, right of the eyewash in the AGE Paint Room with female
quick disconnects that connect up to 3M W-3239 male disconnects
fittings. Two (2) breathing outlets on the inside wall, right of the
Binks oven in the AGE Prep Room with female quick disconnects that
connect up to 3M W-3239 male quick disconnect fittings. One (1) outlet
in the Metal Etching Room near the eyewash station with female quick
disconnects that connect up to 3M W-3239 male quick disconnect
fittings. AFFTC intends to use delivery time, past performance, and
price in evaluating and award. The Simplified Acquisition Procedure
(SAP) will be used in awarding this contract by written quotation. The
following FAR and DFAR clauses apply: 52.212-1, 52.212-3, 52.212-4,
52.212-5, 52.219-14, 52.222-26, 52.222-35, 52.222-36, 52.222-37,
52.232-28, 252.212-7001, 252.225-7001, and 252.225-7036. The SIC Code
is 3564, and the business size standard is 500. This requirement is
100% set aside for small business. Dealers and distributors must offer
the product of a small business manufacturer. A mandatory site visit
for both buildings will be held at Edwards Air Force Base at 0900 a.m.
