This is not a solicitation notice. The U. S. Geological Survey (USGS) is investigating the feasibility of using a Common Financial Desktop (CFD) software system. Initially the functionality desired for the CFD is in the budget execution and budget planning areas. The goal of the CFD is to provide one standard system for all USGS divisions and offices to accomplish their budget execution and budget planning. It is estimated that the number of CFD users will range from 750 to 1000. These users will be geographically distributed nationwide (including Alaska and Hawaii) in approximately 300 offices. The High-Level Requirements of the CFD for budget execution and budget planning are specified in the Request For Comment (RFC) document. This document provides background information about the USGS; describes the technical operating environment in the USGS (existing networks, hardware, and software), including, potential operating models for the CFD, and desired CFD interfaces; and provides the high-level CFD requirements in three categories overall, budget execution, and budget planning. The RFC document will be available on or about October 28, 1997. The RFC document may be obtained on the WEB at http://www.usgs.gov/contracts or upon written/faxed request. Specific information requested as part of responses to the RFC include: (1) recommendations as to the best operating model to use (one of those specified in Section 2.2 or others); (2) costs estimates and recommended solutions for accomplishing the "Core CFD" (Section 3 in RFC document); (3) cost estimates and recommended solutions for accomplishing the "Interfaces" to the CFD (Section 2.3); (4) cost estimates and recommendations for an operating environment (including any necessary modification or enhancements to the current environment, such as the hardware and/or WAN and LAN), platform, and database; (5) cost estimates and recommended level of maintenance for the CFD on an annual basis; (6) cost estimates for and recommended levels of user support on an annual basis; and (7) descriptions and cost estimates of any necessary licensing agreements on an annual basis. Costs estimates should be provided on an annual basis and be based on 750 users for the CFD with an incremental cost for each 50 additional users. Any cost estimates furnished will only be used for internal budget planning. It is understood such estimates are not binding on the submitter. No formal solicitation or contract will result from this synopsis. Any subsequent formal solicitation will be synopsized prior to its release. Comments received as part of this review may be incorporated into the final specification and related information. Any comments in response to the CFD must be received by December 5, 1998. No telephone requests for the RFC document will be accepted. The Government does not intend to pay for the information solicited except as provided in subsection 31.205-18, Independent Research and Development and Bid and Proposal Costs, of the Federal Acquisition Regulation.
