Sonenthal 410-962-7646 Architect-Engineer services to be performed
under this contract will provide environmental and natural resources
planning and management support for the U.S. Army Garrison Fort
Belvoir, Virginia and other missions of the Baltimore District. Work
will provide support for compliance with environmental laws,
regulations, and requirements to which Fort Belvoir is subject. This
procurement is unrestricted and is therefore open to all businesses
regardless of size. Two (2) firm fixed price indefinite delivery-type
contracts will be negotiated. Contracts will be for one base period and
two option periods. A period will not exceed one year. On occasion a
delivery order may require that the Contractor provide full-time
on-site personnel for the duration of the delivery order. Cumulative
total shall not exceed $1,000,000 per contract. Individual delivery
orders shall not exceed $1,000,000. The basis for selecting an AE for
a particular delivery order will be based on several factors. Among
these factors are anticipation of customer needs, customer
satisfaction, timeliness, any unique specialized experience that the AE
can offer, performance and quality of deliverables under the contract,
along with contractor responsiveness. While this process is
necessarily a "subjective" process, the intent of this contract is to
satisfy customer needs in an expeditious and cost-effective mode. 2.
The contracts are anticipated to be awarded around May 1998.
SUBCONTRACTING PLAN REQUIREMENTS: If a large business is selected, a
subcontracting plan with the final fee proposal will be required,
consistent with Section 806 (b) of PL 100-180, PL 95-507, and 99-661.
A minimum of 30% of the total planned subcontracting dollars shall be
placed with small business concerns. At least 15percent of the total
planned subcontracting dollars shall be placed with small disadvantage
businesses, including Historically Black Colleges and Universities or
Minority Institutions (HBCU), and 8 percent with women-owned small
businesses. The plan is not required with this submittal. Participation
of small business (SB),small disadvantaged business (SDB), historically
black colleges and universities (HBCU), and minority institutions (MI)
will be considered regardless of whether the (SB), SDB, HBCU or MI is
a subcontractor or teaming partner. PROJECT INFORMATION: Environmental
work to be performed under this contract will include, but will not be
limited to, preparation and/or development of any or all of the
following: Clean Air Act compliance support, including Title V and New
Source Review permitting; site and facility environmental audits; Tier
II & TRI reporting requirements under the Emergency Planning Community
Right-To-Know Act; pollution prevention/waste minimization management
planning and training, including energy conservation; design and
preparation of plans and specifications for environmental projects,
including hazardous and toxic waste (HTW) sites and facility closures;
solid waste and landfill closure plans and ground water corrective
action studies; asbestos and lead-based paint testing, management
planning, and abatement design; detailed record and title searches;
various types of field investigations, including soil borings, soil and
gas analyses, topographic surveys,mapping, and monitoring well
installation; water quality assessments of groundwater, wastewater, and
potable water; combined sewer investigations; underground storage tanks
(UST)investigations and testing, as well as post-closure site
assessment and corrective action planning; chemical sampling and
analysis, including development of sampling plans; oversight of quality
assurance/control of environmental construction projects such as
remediation and closures; technical reviews of reports prepared by
others; construction cost estimating for environmental projects;
preparation of permit applications;environmental assessments and impact
statements; land-use planning; mass transit (traffic) planning; natural
resource management support; cultural resource management, to include
historical property assessment and management and archaeological
surveys; environmental risk assessments; and the provision of
miscellaneous services to support the above. The above described work
may require some or all of the following disciplines: civil,
environmental, geotechnical, chemical, and mechanical engineering;
chemist; biologist; ecologist; certified industrial hygienist;
toxicologist; historical architect; hydrologist; geologist; planner;
cost estimator. Specific tasks may include, but are not limited to HTW
(hazardous/toxic waste) sampling and analysis; real estate evaluation;
and topographic surveying and GIS mapping. 3. SELECTION CRITERIA: See
Note 24 for general selection process. Firms must show recent in-depth
knowledge and experience with federal and state environmental
statutes, including Clean Air Act (CAA), Resource Conservation and
Recovery Act (RCRA), Emergency Planning Community Right to Know Act
(EPCRA), National Environmental Policy Act (NEPA), National Historic
Preservation Act (NHPA), Safe Drinking Water Act (SDWA), Toxic
Substances Control Act (TSCA), Federal Insecticide, Fungicide and
Rodenticide Act (FIFRA), Clean Water Act (CWA), and in obtaining
regulatory permits. Firms must show a proven track record for
performing solid waste and hazardous waste studies, Title V and New
Source Review permitting. Firms must demonstrate knowledge of
Commonwealth of Virginia regulations on solid waste, hazardous waste,
hazardous materials, USTs (underground storage tanks), ASTs
(aboveground storage tanks), air quality, potable water, stormwater,
sanitary sewer, and energy. Firms must show that chemical and physical
laboratory analyses will be performed by an EPA and Corps of Engineers
validated laboratories. In addition, to the above, the selection
criteria for consideration will also include: (1) experiences in
preparing plans, specifications, and other environmental documents; (2)
location of an office and subcontractors close to Fort Belvoir with the
identified expertise at these locations; (3) computer capability,
including Intergraph CAD and GIS capability; (4) capacity to accomplish
work orders within required time-frames; (5) past performance on
Department of Defense contract(s) in terms of cost control, design
awards, and meeting established schedules. 4. SUBMISSION REQUIREMENTS:
Interested firms being able to perform this work must submit SF 255
for the prime and SF 254 for the prime and for each consultant to the
above address not later than close of business on the 30th day after
the date of this announcement. The SF 255 and SF 254 shall clearly
indicate the staffing of the office indicated to the do the work. We
require only one copy of a proposal (SF 255/SF 254). We will request
that short listed firms submit extra copies of their proposals. The
Baltimore District does not retain SF 254's on file. In SF 255, block
3b, provide the firm's ACASS (Architect-Engineer Contract
Administration Support System) number. If your firm does not have an
ACASS number, calling 503-808-4591 can obtain it from the Portland
District Corps of Engineers ACASS database section. In SF 255, Block 9,
provide contract award dates for all projects listed in that section.

preselection board and one selection board will be conducted from this
