intends to enter into negotiations, on an other than full and open
competition, with Autotest, San Antonio, Texas to procure three (3)
Autotest Automated Test Stations P/N 1103101 and 1103901. The intended
use of these test stations is to provide AMRAAM power supply
manufacturers and organic depot repair identical qualification and
verification test capabilities. These stations will be required to
support the testing of AMRAAM missile launcher power supplies. The
hardware and software within the three test stations must also be 100%
compatible with the three existing Autotest Test Stations currently in
operation at the Warner Robbins Logistics Air Center, Robbins AFB, GA.
The requirements are listed as the following contract line item
numbers (CLIN) item and quantities: CLIN 0001 Each Test Station shall
be a unit with the following hardware requirements inside each unit:
CPU: Pentium, at a minimum 75 Mhz; Hard drive: at a minimum 500 Mb;
Other drives: one internal 3.5 inch CPU parent board: shall be ISA
standard Memory: 16 Mb, and expandable at a minimum 32 Mb. Ports: Two
serial and one parallel. Monitor: 15 inch non-interacted Super VGA
Color monitor with 1024X768 resolution and a .28 DPI rating. Mouse:
Microsoft mouse. Keyboard: 101 Dey. GPIB Instruments; HP3547A DMM
w/memory; HP8903B 100 Mhz Audio Analyzer; Selftest and Calibration
Fixture. CLIN 0002: Each Test Station shall be a unit with the
following software requirements inside each unit: Microsoft Windows 95
3.1x and DOS 6.1; APG for Windows 95 with drivers for DMM and audio
analyzer; Upgraded test program, listed in parentheses, for use with
Windows 95: Autotest's acceptance/qualification test (TYPE-1.TST);
Autotest's acceptance/qualification test (TYPE-II.TST); Shortened
version of TYPE-1.TST (SPEEDY-1.TST); Shortened version of TYPE-II.TST
(SPEEDY-2.TST); Shortened version of AMRAMQ-.TST (AMRAQAMV.TST);
Autotest's qualification test (AMRAMQ.TST); Autotest's qualification
test for longloading periods (AMEAAMQ-.TST); UTE's
acceptable/qualification test (AMRAAM(.TST); Serviceability test and
shortened version of TYPE-1.TST (TYYPE1SERV.TST); Serviceability test
and shortened version of TYPE-II.TST; Initial test and shortened
version of AMEAAMQ-.TST (AMFAST.TST). CLIN 0003: Each Test Station
shall be a unit with the following software requirements inside each
unit: Upgrade to custom library programs for use with the test
programs. Provide password control for system administrator and another
password control for users. Provide Selftest and Calibration Fixture
Software. Calibration adjustments requiring special instructions and/or
operator intervention shall be provided as part of the calibration
procedures. For example, calibration adjustments shall be provided for
setting the current limit for power supplies 1 and 2 (two power
supplies in the test position). CLIN 0004: The manufacturer shall
perform integration and validation of all hardware/software. CLIN 0005
Training: The systems manufacturer shall provide an Autotest Engineer
for a minimum of one (1) week on site equipment familiarization for
Warner Robbins Air Logistics Center personnel. CLIN 0006 Maintenance:
The systems manufacturer shall also provide one follow-up, two day, on
site, at Warner Robbins Air Logistics Center, Robbins, GA. CLIN 0007
Data Deliverables: Upon completion of integration and verification, the
systems manufacturer shall deliver three (3) full drawing packages, to
include but are not limited to a listing of all components, system
level drawings, hardware documentation, all schematics, APG manuals,
and software. Upon completion of training, the systems manufacturer
shall deliver one (1) each bond hardcopy of the updated UTS-625,
hardware documentation and two (2) each 3.5 floppy disks that contain
the software for APG for Windows, Test Programs, Users Functions and
Self Test Programs in DOS for each upgraded automated Autotest Test
Station. The hardware documentation shall consist of commercial
manuals. The software shall include all custom and commercially
purchased software that resides on the upgraded computer. The system
manufacturer shall provide a standard commercial warranty with a
minimum period of 12 months. The system manufacturer shall supply
commerical off-the-shelf operation and maintenance manuals for all
system components. Delivery will be F.O.B. Destination to Warner
Robbins Air Logistics Center, 260 Second Street, Suite 221, Robbins
AFB, GA. Responses to this intent to solicit, other than Autotest
should be submitted in writing to Naval Air Warfare Center Weapons
Center, Code 210000D, Attn: Brenda McQuiston, Contract Specialist, or
L. Dell Hledik, Contracting Officer, China Lake, CA 93555-6100 no later
than 15 days from the date of this synopsis and shall address your
experience and capability to produce the three new Autotest Test
Stations, P/N 1103101 and 1103901 which can meet the above stated
accuracy and compatibility requirements of the Government and can be
