D -- OPERATION AND MAINTENANCE OF ADP SUPPORT SERVICES FOR RMP SOL 1435-02-98-RP-40298 POC Mickey Lechuga, Contracting Officer, (303)275-7384 The Minerals Management Service (MMS), Royalty Management Program (RMP), intends to acquire Operation and Maintenance of ADP Support Services located in Lakewood, Colorado. The RMP is responsible for collecting and disbursing annual revenues of about $4 billion that are generated from leasing Federal and Indian lands and for collecting royalties for minerals extracted from leased lands. To aid in accomplishing its mission objectives and meeting its financial reporting requirements, RMP currently uses an automated information system that includes a mainframe computer, extensive client server environment utilizing Microsoft NT, SQL Database, Microsoft Back Office with code written in Visual basic, personal computers and file severs which support local area networks for each Program division, and an enterprise wide network. (NOTE: The mainframe is a Hitachi EX-90, MVS using CA IDMS. The current network in place is server based using NT technology. RMP has recently purchased a Hitachi CMOS model S-15 usingOS 390 to replace the mainframe processing equipment.) ADP support services include facility management, systems management, production management, application software development, application software maintenance, database administration, documentation support, data entry, microcomputer support, and technical plans and studies. The period of performance will include a base year (twelve months) and six (twelve months) option periods. The Statement of Work can be found on the INTERNET at: http://www.rmp.mms.gov/wascproc.htm. HOW TO RESPOND: In order to compete for any acquisition as a result of this notice, interested parties MUST demonstrate that they are qualified to perform the work by providing, WITHIN 21 CALENDAR DAYS after publication of this notice, a Capabilities Statement (consisting of no more than 20 pages in one original and six copies) describing: (1) Qualifications and specific experience of key personnel and the program manager (those who would have primary responsibility for performing and/ormanaging the contract); (2) Corporate experience; and (3) Past Performance (Provide at least three specific references for similar previous work your key personnel and your organization has performed within the last three years. Include contract number, project description, period of performance, dollar amount, client identification a point of contact, and his/her telephone/fax numbers. For contract history, please include information on any cost overruns or underruns; employee turnover history for exempt and nonexempt personnel; types and resolution of any questioned costs: history of meeting planned schedules for contract deliverables; history of cost control and the accuracy of estimates; and identification of any terminations for default of Government convenience. For phase-in, please describe any company experience related to the type being proposed. (NOTE: Please notify the designated contact that MMS will be contacting him/her for performance information and that a quick response will be required.) The Capabilities Statement will be evaluated on the following: key personnel skills, abilities, commitment and experience; corporate experience will be evaluated relative to your background in a large computing environment similar to that at the RMP; and past performance will be evaluated based on the reference evaluation, contract history, and phase-in experience. Following review of all of the Capabilities Statements, each respondent will be advised either that it will be invited to participate in any resultant acquisition or, based on the information submitted, that it is unlikely to be a viable competitor. However, all respondents are hereby informed that, notwithstanding the advice provided by the Government in response to their submissions, they still may participate in any resultant acquisition. The Request for Proposal will consist of an oral technical presentation, together with a written contract management plan, quality assurance plan, and a cost/business proposal.
