The Defense Logistics Agency is interested in obtaining Supply Chain
Management Logistical Support for that portion of the C-5 Maintenance
mission which is being transferred from Kelly Air Logistics Center to
Warner Robins Air Logistics Center. A SOLICITATION WILL NOT BE ISSUED,
as the contract will be a LETTER CONTRACT awarded under URGENT and
COMPELLING procedures. Anticipate early to mid December contract award.
Fully operational performance will begin January 6, 1998 and end
approximately eighteen months later when a total logistics support
contract for the C-5 is expected to be established. The contract will
include requirements for the following areas: 1) Elimination of
existing back orders, 2) Parts provision of all materiel which is
considered proprietary by the Original Equipment Manufacturers, 3)
Forecasting capability for the eighteen month life of the contract both
to monitor on-hand assets and attrition rate, and to provide items
(consumable, reparable, proprietary and non propriety), which the
contractor will purchase as required to satisfy the maintenance
function during the lifetime of the contract, 4) Distribution depot
functions, such as pick, pack and ship to either Warner Robins supply
store or production line, for direct support in synchronization with
maintenance customer's need at Warner Robins, and 5) Ongoing management
of DoD stock as identified and transferred in support of the C-5
maintenance function at Warner Robins and as DLA or contractor buy in
support of this mission. Since a solicitation will not be issued,
interested parties with Supply Chain Management experience in support
of aircraft weapons systems should provide a proposal in response to
this CBD announcement. Support agreements with OEMs and capability to
be fully operational on January 6, 1998 are critical factors in
determining the ability of the offeror to satisfy the logistical
requirement. Additionally, proposals must clearly identify how the
offeror will address the five main business requirements identified
above, and affirmatively demonstrate relevant experience in these
areas. Evaluation factors will be published prior to submittal of
proposals due date. Proposals shall not exceed fifteen (15) pages and
must be received by mail; facsimile copies will not be accepted, any so
sent will be disregarded. The proposals shall be received no later than
