Guard has a requirement to establish a program under a contract to
exchange/recondition Detroit Diesel 6V53 Engine, Model #5062-3000,
Master Serial #6D83253 (Port) & #6D83027 (Starboard) with attached Borg
Warner Marine Transmission, Model #AS5-73CR, Detroit Diesel 6V92
Engine, Model #8062-7K90, Master Serial #6VF215076 (Port) & #8062-7K91,
Master Serial #6VF215079 without transmission, Detroit Diesel 12V71T1
Engine, Model #7122-3300, Master Serial #12VA66188, (Port), #7122-7300,
Master Serial #12VA80667 (Starboard) with attached Twin Disc Model
MG-514 Marine Transmission. Only OEM replacement parts may be utilized
from Detroit Diesel, Borg Warner and Twin Disc. The Objective of this
program is to provide higher reliability, at a lower cost than that
provided by industry overhaul methods. These engines are currently
installed on 44', 55' and 47' Coast Guard Boats. This contract will
require use of Detroit Diesel parts and Detroit Diesel authorized
repairfacilities and Barg Warner and Twin Disk Parts. A Requirements
type contract for on (1) Base year and four (4) Option Years is
anticipated. The above mentioned engines will be provided to the
contractor in a reusable shipping container. The warranty requirement
will be a 2 year storage, 3600 hr. or 1 year after installation of
engine. It is the Government's belief that only Detroit Diesel and/or
their authorized dealers/distributors/repair facilities, and Borg
Warner and Twin Disc can furnish the required parts and ensure the
proper fit, form and function of all its components. Concerns having
the expertise and required capabilities to furnish the above items are
invited to submit complete information discussing the same in
duplicate within 30 days of this announcement. However, other potential
sources desiring to furnish other than Detroit Diesel, Borg Warner and
Twin Disc parts are required to submit the following information: 1)
Complete and current engineering data to demonstrate the acceptability
of theoffered parts (i.e. salient physical, functional and
serviceability characteristics) or 2) Data that the offered parts have
been satisfactorily manufactured for the government or the original
equipment manufacturer. This data must include sufficient information
to allow the Coast Guard to evaluate the proposal relative to the above
requirements. Concerns that respond to this notice must fully
demonstrate the capability to accomplish the above and are to supply
pertinent information in sufficient detail to demonstrate a bonafide
capability to meet the requirements. No cost or pricing data is
required. This is not a solicitation. This synopsis is issued pursuant
to FAR 5.207(e)(3). "This notice is for informational purposes for
Minority, Women-Owned and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital assistance
for transportation related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
