Beverly Thomas-Burse, B.R.THOMAS-BURSE@larc.nasa.gov. NASA/LaRC plans
to issue a Request for Offer (RFO) for an airborne doppler radar for
weather, wind shear, and air-to-air traffic detection. The radar will
be used to test and demonstrate cockpit technologies necessary for
building next generation commercial supersonic transport. The minimum
system shall consist of one transmitter/receiver/processing unit, one
display unit and two control units. The system shall be based upon an
FAA certified weather radar with predictive wind shear and conform to
ARINC 708 standards for weather and wind shear radars. The Government
intends to acquire a commercial item using FAR Part 12. Award will be
based upon overall best value to the Government, with consideration
given to the factors of proposed technical merits, price, and past
performance; other critical requirements (i.e., delivery) if so stated
in the solicitation will also be considered. Unless otherwise stated
in the solicitation, for selection purposes, technical, price, and past
performance are essentially equal in importance. It is critical that
offerors provide adequate detail to allow evaluation of their offer.
(SEE FAR 52.212-1(b) The SIC Code and Size Standard are 3812 and 750,
respectively. The DPAS Rating for this procurement is DO-A7. The
provisions and clauses in the RFO and model contract are those in
effect through FAC 97-01. All qualified responsible sources may submit
an offer which shall be considered by the agency. The anticipated
release date of the RFO is on or about 11/17/97 with an anticipated
offer due date of on or about 12/02/97. An ombudsman has been appointed

will be in Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0)
