(DeCA) is performing market research to obtain industry input as to the
feasibility of incorporating a hot foods program into its home meal
centers within the military commissaries. Proposed stores would have an
overall monthly sales volume of not less than $3 million. DeCA expects
a turn-key operation with the vendor providing all decor, equipment,
food product and on-site labor. A sales/work area of not less than 150
sf with backup freeze and chill storage would be provided within these
facilities. Although seating areas are not expected to be a part of the
initial action, they are anticipated for newly constructed stores. New
stores are expected to have up to 2000 sf maximum for seating,
operation and storage. These would be awarded under a separate
negotiated contract action. Should this project materialize, stores are
generally open for business 10-12 hrs per day and 6 or 7 days per week.
The contrctor would be reimbursed for sales once the products are paid
by the patron through the DeCA register. Of paramount consideration
would be the ability to provide an effective, turn-key operation within
the stores with the hot foods product at competitive prices to the
patron. High assurance of an aggressive marketing program coupled with
an advanced operating method would be required to support maximum
sales and patron satisfaction at each store. Vendors are asked to
provide a written response, not to exceed 10 pages, to include proposed
formats or methods for a feasiable operation; anticipated price ranges;
proposed product assortment specific to the different marketing areas
of the country; anticipated needs from the government; background of
the firm and its suppliers and any other information vendors feel would
allow adequate understanding of their proposed operation(s). Include
point of contact and telephone number. This is a general request for
