45433-7233 99 -- EFFORT TO UPGRADE AND MODIFY OPERATIONAL CAPABILITY OF THE F-15

States Air Force is contemplating a sole source effort with the
McDonnell Douglas Corporation (MDC), a wholly owned subsidiary of the
Boeing Company, to conduct a detailed design, code, and test effort to
field an upgraded software suite of Operational Flight Programs (
OFPs) on the F-15 Weapon System platform. This will include an update
to all associated Support Equipment (SE), test benches, technical data
and trainers maintained by MDC, including the TFE-21 Aircraft
Maintenance Trainer and the Rapid Prototyping System (RPS). An RFP is
anticipated to be released no earlier than 21 Nov 97 with contract
award planned for May 98. The performance period is tentatively planned
to last 31 months. The statutory authority for this contractual action
is 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1(a)(2)(ii).
Small businesses are hereby notified of potential subcontracting

Efforts to be included in this contract are as follows: a) design and
develop the software for subsystems assigned to MDC in accordance with
the final change list resulting from the Phase I requirements
definition phase, b) integrate the OFPs designed and developed by MDC
and various government agencies and contractors into a cohesive suite
of OFPs for both the F-15 MSIP and F-15E aircraft, c) conduct risk
reduction testing, simulation, development test and evaluation, and
support operational test and evaluation, d) provide software updates to
all associated MDC-maintained support equipment, test benches and
trainers, and provide source data for all others, e) provide updates to
Technical Orders/Manuals, and f) support the fielding of the final OFP
tape updates. Mr. Michael S. Coalson has been appointed as Ombudsman
to hear concerns from offerors, or potential offerors, during the
proposal development. The purpose of the Ombudsman is to communicate
contractor concerns, issues, disagreements, andrecommendations to the
appropriate government personnel. Existence of an Ombudsman does not
diminish the authority of the program director or the contracting
officer. Accordingly, the Ombudsman does not participate in the
preparation of solicitations, the evaluation of proposals or the source
selection process and, therefore, for routine matters on individual
