A -- QUANTUM WELL INFRARED PHOTO-DETECTOR (QWIP) DEMONSTRATION SOL MNK-002 POC Linda H. Weisz, Contracting Specialist (904) 882-9039, ext. 3404 A sole source procurement is contemplated with Lockheed Martin Electronics & Missiles (LME&M), 5600 Sand Lake Road, Orlando FL 32819-8907 (See Numbered Note 22). LME&M is the only qualified source to perform this effort. There is need for a 2-color long wave/mid wave Quantum Well Infrared Photo-detector (QWIP) camera for demonstration in tactical scenarios using synthetic generated imagery. LME&M, the developer of the 2-color QWIP devices, currently has the devices on the shelf that will be used for this demonstration. LME&M shall assemble, test and transport a dual band QWIP imaging system, which will be interfaced to the IR scene projection equipment in the Kinetic Kill Vehicle Hardware-In-the-Loop Simulator (KHILS) facility and support a 2-color demonstration that will last for approximately 10 working days. Lockheed Martin E&M is the only manufacturer of the 2-color QWIP devices and there is no other device that can be used to obtain the test information the Government is seeking. All responsible sources may submit an offer. Colonel Timothy R. Kinney has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
