issued in order to conduct a market survey to determine if there are
any responsive and responsible private sector offerors which are
interested in providing BRAWLER Air Combat Model support services to
the US Air Force Studies and Analyses Agency (AFSAA). BRAWLER is a
few-on-few air combat model. It is the primary tool used by AFSAA to
evaluate US and allied aircraft, missiles and avionics against various
threat systems. AFSAA/SAA, currently located at the Pentagon but soon
to relocate to Rosslyn VA, is the primary user. BRAWLER is used to
compare similar weapon systems, therefore, interested Contractors
should not be involved in the development of any weapons systems that
BRAWLER can simulate. Interested sources must submit evidence that they
can provide managerial and technical support for the BRAWLER air combat
model in the following areas: 1) Model Enhancements; 2) Model and
Database Support; 3) In-house Study Support; 4)Configuration Control;
5)Programs Management; 6) Documentation; 7) Training. Potential sources
must: 1) Have in-depth knowledge of BRAWLER Version 6.3 subroutines,
system architecture and interface protocols; 2) be able to quickly
answer all analytical questions about the model and its use; 3) provide
continuity of current and historical databases, approaches and results;
4) be able to develop and run BRAWLER on SUN and Silicon Graphics
workstations; 5) have intimate knowledge of C++, FORTRAN, UNIX and VMS;
and 6) be able to train new BRAWLER operators on the system. THIS IS A
REQUEST FOR INFORMATION AND MARKET SURVEY ONLY. At this time, the
Government has no firm requirement for this service. The Government
will use the information gathered in response to this notice to
understand the capablilities in the marketplace. All interested parties
should provide, at no cost to the Government, full descriptive
literature demonstrating their capabilities to provide the
above-described support services by close of business, 20 November
1997. To be considered capable, parties must demonstrate the following:
1) general knowledge of/experience with AFSAA modelling systems
(especially BRAWLER); 2)substantial past performance as it pertains to
relelvant experience in any or all of the above-described areas; 3)
corporate capabilities in the areas of Program Management, Model
Enhancement, Model and Database Support, In-house Study Support,
Configuration Control, Documentation, and training. All of the
literature provided in response to this synopsis will become the
