R -- FINANCIAL MANAGEMENT TRAINING SEMINARS SOL OJP-98-R-002 DUE 121797 POC Carrie F. Causey, Contracting Officer (202) 616-1901 The Office of the Comptroller (OC), Office of Justice Programs (OJP), has a requirement for a contractor to provide logistical and administrative support in conducting Financial Management Training Seminars. This support shall be provided through a series of nationwide seminars that will focus on the financial administration and management of grants awarded from Federal grant-in-aid programs administrated by the bureaus and offices of OJP and the Department of Justice (DOJ). OC is the principal advisor to the Assistant Attorney General (AAG) for OJP on financial and accounting management. OC is responsible for providing financial administration formula/block and discretionary grants awarded from Federal grant-in-aid programs administered by the Bureaus and Offices of OJP and DOJ, including the Bureau of Justice Assistance; the Bureau of Statistics; the National Institute of Justice; the Office of Juvenile Justice and Delinquency Prevention; the Office for Victims of Crime; the Crime Act Program Officesof Corrections, Drug Courts, Weed and Seed, and Violence Against Women; and the Office of Community Oriented Policing Services (COPS). Currently OC administers over 22,000 active OJP and COPS grants (an increase of over 50 percent since FY 1996) and is responsible for providing financial and grants management, monitoring, audit compliance and resolution, technical assistance, and training to grantees. It is anticipated that this will be an indefinite delivery/indefinite quantity contract with task orders issued on a time and material basis. The requirement is for 24 seminars, two per month, to be conducted during the base year (12 months), and during each four option year period of twelve months. Approximately 65-75 attendees are anticipated to attend each seminar. The proposed Contractor shall perform the following tasks and provide OC with the services and resources required to support a series of Financial Management Seminars nationwide. Task 1) Provide logistical coordination with hotel(s) for Washington, DC-based Seminar(s) and for Out-of-Town Seminar(s). Negotiate and make arrangements with local hotel(s) to provide accommodations for out-of-town attendees within the allowable Federal per diem rates. Task 2) Provide a Conference Schedule for each series of Seminars scheduled within three weeks of task order. Task 3) Handle registration for each series of Seminars. Task 4) Prepare and print Seminar packets (which include folders, agenda, resource list, and presentation material). Task 5) Maintain a database of Seminar attendees. Task 6) Work on-site for at least half of the Washington, DC based Seminars and record the proceedings. Task 7) Review/analyze evaluations, record/track trends in comments, prepare an analysis, and submit to the COTR within five business days after each Seminar. Proposals will be evaluated and a Contractor(s) will be selected using the best value approach, taking into consideration a high level of knowledge, experience, management, past performance, and budget.
