The U.S. Department of State, Foreign Service Institute (FSI), Leadership and Management Division (LMD), requires professional services for the delivery of two (2) eleven-day courses entitled Foreign Affairs Leadership Seminar (FALS) (PT-119). The course is to be held at a location within two hours driving time of Washington, D.C. (Transportation to/from site will be a Contractor s expense). The central focus of the seminar is the development of leadership skills necessary for effective performance at senior levels of the Department. The participants (24 maximum) are foreign and civil service managers at the GS-15/SES, FS-01/OC grade levels. Scope of Work: As a member of a four-person training team, (two LMD Staff members and two contractors) you are expected to do the following: a) facilitate one of the three outdoor teams; b) present three of the following nine sessions: listening, managing conflict, managing change, meeting skills, values, vision, performance feedback, MBTI; introduce no more than three session in which the majority of the work takes place in small groups; observe and give feedback during small group sessions. There will be a one-day trainers meeting in the two-week period immediately preceding the course deliveries. Specific session responsibilities will be finalized at that time. Please note that FSI has a complete Instructor s Guide which outlines each session s goals and activities (This guide may be viewed in the Office of Acquisitions, FSI, upon request). We do not see the necessity for major design work, but there is enough flexibility to adapt the sessions to your own training style. Goals: to understand the critical functions of leadership; to build and manage teams; to develop subordinates and others; and to manage conflict appropriately. Objectives: To achieve the overall goals of the FALS, this course is designed to further challenge and develop the leadership capabilities of the participants. At the end of training, participants will be able to articulate and employ their leadership strengths along selected dimension of leadership; develop strategies to increase team effectiveness; mobilize groups to solve problems, overcome obstacles, and achieve stated objectives; counsel and coach subordinates; manage conflict, give appropriate performance feedback; and manage the workplace. Period of performance: January 25, 1998 through February 6, 1998 and April 19, 1998 through May 1, 1998. There is a possibility of a third session in September (September 13-25, 1998) (Contractor will be notified by March 15, 1998 whether September session will be held). The COR is Carol Wzorek. Evaluation criteria: Cost -- 30 percent; Professional training experience as shown by: knowledge of subject area; use of adult education methodologies; experience as outdoor trainer -- 50 percent, experience with organizational culture -- 20 percent. A multiple award is anticipated. This simplified acquisition is subject to availability of funds.
