synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This notice is being issued as a
Request for Offer (RFO) for one (1), five axis router for machining
foam patters. The provisions and clauses in the RFO are those in effect
through FAC 97-01. The SIC code and the small business size standard
for this procurement are 3545 and 500 employees respectively. The
offeror shall state in their offer their size status for this
procurement. All qualified responsible business sources may submit an
offer which shall be considered by the agency. Delivery to JSC is
required within 70 days ARO. Delivery shall be FOB Destination. The
DPAS rating for this procurement is DO-C9. Offers for the items(s)

and include, solicitation number, FOB destination to this Center,
proposed delivery schedule, discount/payment terms, warranty duration

General Examination of Record. The Contractor agrees to comply with the
provisions of this paragraph (d) if this contract was awarded using
other than sealed bid, is in excess of the simplified acquisition

Records -- Negotiation. (1) The Comptroller General of the United
States, or an authorized representative of the Comptroller General,
shall have access to and right to examine any of the Contractor's
directly pertinent records involving transactions related to this
contract. (2) The Contractor shall make available at its offices at all
reasonable times the records, materials, and other evidence for
examination, audit, or reproduction, until 3 years after final payment
under this contract or for any shorter period specified in FAR Subpart
4.7, Contractor Records Retention, of the other clauses of this
contract. If this contract is completely or partially terminated, the
records relating to the work terminated shall be made available for 3
years after any resulting final termination settlement. Records
relating to appeals under the disputes clause or to litigation or the
settlement of claims arising under or relating to this contract shall
be made available until such appeals, litigation, or claims are finally
resolved. (3) As used in this clause, records include books, documents,
accounting procedures and practices, and other data, regardless of type
and regardless of form. This does not require the Contractor to create
or maintain any record that the Contractor does not maintain in the
ordinary course of business or pursuant to a provision of law. (e)
Notwithstanding the requirements of the clauses in paragraphs (a), (b),
(c) or (d) of this clause, the Contractor is not required to include
any FAR clause, other than those listed below (and as may be required
by an addenda to this paragraph to establish the reasonableness of
prices under Part 15), in a subcontract for commercial items or

1996). (End of clause) Questions regarding this acquisition must be
submitted in writing no later than November 10, 1997. Offers are due by
close of business 4:30p.m. November 24, 1997, marked with this
solicitation number. Award will be based upon overall best value to the
Government, with consideration given to the factors of proposed
technical merits, price, and past performance; other critical
requirements include delivery and additional performance
characteristics. Unless otherwise stated in the solicitation, for
selection purposes, technical, price, and past performance are
essentially equal in importance. It is critical that offerors provide
adequate detail to allow evaluation of their offer. (SEE FAR
52.212-1(b)). Offerors are encouraged to submit more than one offer
presenting alternate terms and conditions or items to satisfy
government needs. Offerors must include completed copies of the
provision at 52.212-3, Offeror Representations and Certifications --
Commercial Items with their offer. These may be obtained via the

These representations and certifications will be incorporated by
reference in any resultant contract. An ombudsman has been appointed --
See Internet Note "B". Prospective offerors shall notify this office of
their intent to submit an offer. It is the offeror's responsibility to
monitor this site and/or the CBD for the release of the solicitation
and amendments (if any). Potential offerors will be responsible for
downloading their own copy of this combination synopsis/solicitation
and amendments (if any). Statement of Work for a Five-Axis Router The
following Statement of Work (SOW) details the requirements for a
five-axis router to be purchased by the Manufacturing, Materials, and
Process Technology Division of the Johnson Space Center. DESCRIPTION
The machine shall be a five-axis CNC router designed specifically for
the three dimensional trimming and machining of foam, molded plastic
parts, or wood. The base structure shall consist of structural steel
for stability and have steel mounting pads equipped with leveling
bolts. The work tables shall be stiff and provide a stable, precise
working surface. The work tables shall be equipped with 3/8-16 tee nut
inserts on 12 centers for mounting the parts. The control system shall
be a high performance CNC control system configured to perform 5-axis
simultaneous motions. A portable hand-held programming unit equipped
with numerical keyboard and hand wheel/pulse generator shall also be
supplied which provides full programming, lines, arcs and editing
capability at the five axis router if needed. PERFORMANCE REQUIREMENTS
Working Surface: 10 ft. X 10 ft., minimum (or two 5 X 10 tables which
can be locked together by software or hardware) Table capacity 1000
lbs., minimum X-axis travel: 10 feet, minimum Y-axis travel: 10 feet,
minimum Z-axis travel: 36 inches, minimum Feed Speeds: 0.1 900
inches/minute Spindle motor: 3000 to 18,000 rpm Repeatability: 10.005
inch Accuracy with respect to program generated: 10.005 inch normal to
tool path Automatic tool length offsetting Automatic lubrication
system: Lubrication of the major components INSTALLATION AND TRAINING
The contractor will provide complete installation of the system. JSC
will provide the required utilities for the system within 10 feet of
the location of the machine. JSC will also provide modifications to the
building foundation, if required. The contractor will also provide
complete training on the operation and maintenance of the five-axis
router. DOCUMENTATION Two sets of the operating, programming, and
service and maintenance manuals shall be supplied. DELIVERY Delivery of
the five-axis router shall be delivered within 10 weeks after receipt
