This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is a 100% small business set-aside in accordance with FAR 52.219-6. (This excludes all large businesses and large business manufactured items from participating.) This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number N00164-98-Q-0018 is issued as a Request for Quotation. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45 and Defense Acquisition Circular 91-11. The Standard Industrial Classification Code is 3545 and the size standard is 500. The requirement is for 1 each Wirepro System, Eubanks, "Brand Name or Equal," in accordance with the following specifications: Eubanks Model Number 9800 (Autostrip), Brand Name or Equal must be fully programmable and must be totally electric. Must cut and strip wire sizes ranging from 32 to 8 AWG. All functions, including wire length, strip length, strip diameter (when using V-type blades), full-or semi-strip mode, batch quantity, wire drive speed, and acceleration/deceleration rates must be controlled by the Wirepro System's PC. Dimensions: 26 inches plus or minus 0.01 inch long X 24 inches plus or minus 0.01 inch wide X 14 inches plus or minus 0.01 inch high. Maximum weight must not exceed 150 pounds. The following accessories are required with the Wirepro System: Eubanks Model 77200 (Autotab), Brand Name or Equal must be fully programmable and must operate in line with the Model 9800 (Brand Name or Equal), to provide a fully automatic system for marking and stripping wire. Must be capable of changing the printing disks quickly, accurately and must place marks along the wire exactly at the desired position. Must be capable of setting printing discs automatically, along with stamp pressure, dwell time, distance from the end of the wire to the first mark, and distance between marks. Must have a splice and end-of-wire detector. Dimensions: 28 inches plus or minus 0.01 inch long X 21 inches plus or minus 0.01 inch wire X 13 inches plus or minus 0.01 inch high. Maximum weight must not exceed 185 pounds. The Wirepro must contain Windows software and must be capable of creating large wire list files with no limit on the downloading of wire list date from the IBM PC to the Model 77200 and Model 9800 (Brand Name or Equal). Must provide instant recall of previously run wire lists, and prompt operator to select the correct wire type, color and gage when changing wire spools. Must record the amount of each type of wire that is processed by the system. Must sort wire list files, at a minimum, by wire gage, stack, or part number. The Wirepro System Windows software must be user-friendly and easily operated by non-technical personnel. The dialog boxes must be easy to understand and must enable the operator to select a wire file, download it to the Model 9800 and the Model 77200 (Brand Name or Equal) and easily begin production. The Wirepro system must be designed to allow the operator to be capable of pausing production at any specific time, when a wire-fault has been detected by the splice detector or the Spark Tester. The monitor must display a fault-recovery dialog box that will provide the operator with various options for resuming production. Spark-Tester, Model 64055, Brand Name or Equal, must be a high frequency sine wave design capable of checking the wire integrity after being marked. If the insulation should fail the spark test (due to excessive temperature, pressure, dwell time, or a manufacturing defect in the wire) the system must stop, display an error message, and wait for the operator to select whether or not to eject the defective wire. Dimensions: 22 inches plus or minus 0.01 inch long X 6 inches plus or minus 0.01 inches wide X 13 inches plus or minus 0.01 inch high. Maximum weight must not exceed 35 pounds. The system must include an IBM 486PC with System Windows software that will allow for the creation of computer files for all wires in the harness assembly, sorting of files by wire type, part number or gage and to automatically mark, cut and strip the wires as needed. The PC must include, at a minimum, hard drive, floppy disk, DOS and Windows Software, mouse, keyboard and color monitor, minimum of 15 inches and maximum of 21. The following specifications apply to the Wirepro System: Wire Diameter 0.030 inch to 0.250 inch plus or minus 0.001 inch. Wire Length 0.125 inch to 99,999 inches plus or minus 0.5 inch. Maximum strip length Standard three blade set up; 1.00 inch X 1.00 inch. Two blade set up (Vblades only): 2.00 inchs on leading end, 4.00 inches on trailing end. Marking characteristics: Printing discs have a minimum of 39 characters (alphabet, numbers, right and left arrows, a dash and a blank). Ten marking discs (minimum) must be supplied as standard equipment. Must be capable of handling a minimum of 30 discs. Spark Tester Output Voltage: Must be adjustable from 1 -- 5 KV @ 3,000 plus or minus 500 Hz. Compressed air requirements: Minimum 100 psi, 1/2 inch I.D. air line, 5 cfm. The Wirepro System must include a work bench and computer stand with the following dimensions: Work bench dimensions: 72 inches plus or minus 0.5 inches X 30 inches plus or minus 0.5 inch with an adjustable height from 30 inches to 36 inches plus or minus 0.5 inch. Maximum weight must not exceed 135 pounds. Computer stand dimensions: 24 inches X 29 inches X 29 inches plus or minus 0.05 inch. The maximum weight must not exceed 50 pounds. The system must include all operating manuals. The procurement of the system must include the following: A two day training program; an on site preventative maintenance agreement. As part of the maintenance agreement, the contractor will, every four months, replace and or refinish heavy duty cutter blades. Provide a price for cutter blade replacement. This will be a firm fixed price contract and will be awarded utilizing Simplified Acquisition Procedures. The shipping terms will be F.O.B. destination, Naval Surface Warfare Center, Crane IN, with inspection/acceptance at destination.
