a combined synopsis/solicitation for commercial items prepared in
accordance with the format in the Federal Acquisition Regulation
Subparts 12.6 and 13.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation. Bids are being requested from this announcement, and a
written solicitation document will not be issued. Solicitation No.
FSIS-4-W-98 is issued as an Invitation For Bid (IFB). The applicable
SIC Code is 2834. This solicitation and incorporated provisions and
clauses are those in effect through FAC 46. The U.S. Department of
Agriculture, Food Safety and Inspection Service (FSIS) has a
requirement for 45,000 containers of sterile buffered peptone water.
The container shall be clear, non-breakable, narrow-mouth, and leak
proof. The container size and quantity as follows: 10ml tubes -20,400
units, 400ml bottles -- 22,200 units, and 600ml bottles -- 2,400 units.
The units shall be delivered over a period of one year. The individual
container shall fit into a 7.7" x 7.7" x 4.5" shipping box. The
buffered peptone water (Difco #1810-17-9 or equivalent) shall be
produced from the following formula: 1,000 ml distilled water, 10 gms
peptone, 5 gms sodium chloride, 3.5 gms sodium phosphate di-basic, and
1.5 gms potassium phosphate mono-basic. The sterile buffered peptone
water shall be shipped to the USDA, FSIS, Eastern Laboratory, 950
College Station Road, Athens, GA 30605. FSIS requires the following
delivery schedule: 10ml. containers-1,500 units per month; 400ml
containers-1,850 units per month; and 600ml containers-400 units per
month. The quantity that shall be delivered every month is an
estimation. The Government reserves the right to change the quantity
delivered in accordance with our requirements. All bids shall be FOB
Destination. The following provisions and clauses are incorporated in
this solicitation by reference. The provisions will be provided by the
Contracting Officer in full text upon written request. FAR 52.212-1,
Instructions to Offerors-Commercial Items; FAR 52.212-4, Contract Terms
and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Order-Commercial
Items, paragraphs b(6) through (10). The following provision is also
incorporated into this solicitation and must be completed and returned
with the bid; FAR 52.212-3, Offeror Representations and
Certifications. The Government intends to make a single award of a Firm
Fixed Price order to the responsible bidder whose bid provides the best
value to the government based on price and conformance to FSIS
specifications. Award will be made utilizing Simplified Acquisition
Procedures. In response to this solicitation, bidders must provide the
following information; company name, address, telephone number, bid
price, delivery time, payment terms, taxpayer identification number,
completed FAR provision 52.212-3, and the signature of an authorized
representative. Bids must be received in the Contracting Office by
3:30pm EST on November 18, 1997. Facsimile bids are acceptable and may
