Administration (GSA), Federal Technology Service, Office of Information
Security intends to procure commercially available software maintenance
and annual support from the Netscan Technology Corporation of
Merrifield, Virginia. These technical support services are required by
GSA on a firm fixed price basis for month-to-month services, billed at
end-of-month after services are provided, not to exceed one year, and
cancelable with 30-days prior written notice without penalty. This is
a combined synopsis and solicitation for commercially available
services prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. The
provisions of FAR 52.212-1, Instructions to Offerors -- Commercial
Items applies to this acquisition. There are no addenda referred to in
this solicitation. This announcement constitutes the only
solicitation; offers are being requested and a written solicitation
will not be issued. This GSA solicitation, TIB-A98002, constitutes a
request for proposal (RFP). This solicitation incorporated provisions
and clauses in effect through Federal Acquisition Circular 90-46. This
solicitation is being conducted as a small business set-aside. SIC
Code 7378 Computer Maintenance and Repair and Business Size Standard
$18-million apply. Quote a month-to-month price and price extensions
for each item, description, and quantity in your response to this CBD
notice. No further solicitation will be issued. No further
specifications or hardware software descriptions are available in
support of this procurement action. Procurement is for follow-on
support for Fiscal year 1998, on a month-to-month basis for the
following items: Item #0001, 3XCLASSD:M, K-8 Core for mVAX III. Item
#00023XFULL:M, Full function user i f for mVAX III. Item #0003, AMH s
w. Item #0004, 4XCLASS:M, K-16 Core for mVAX IV. Item #0005, 4XCLASS:M,
K16 Core for mVAX IV. Item #0006, 4XFULL:M, Full function user i f for
mVAX IV. Item #0007, AMHSP:M, AMH s w.Item #0008, VCLUSTER:M, Cluster
s w. Services for these Netscan Maintenance Requirements generally
shall consist of: Overall support is complete technical support for
Gescans' systems. This shall include client support via 800 hot line
for problem identification and diagnostic services. Troubleshoot.
Identification of third party supplied equipment problems,
work-arounds, and other related issues. Software updates issued by
Gescan for the government-owned installed software, and hardware
support for the K-TAP portion of the Gescan system. Hardware support
shall consist of: telephone hotline available for a minimum of 8-hours
per day. a response time of not to exceed 4 hours during the normal
work day. a response within one hour of the beginning of the next work
day if the report is submitted after the 8-hour period of support. The
hardware support requirement is for over-the-phone diagnosis by Gescan.
For hardware components diagnosed as "failed:" no cost replacement
components (PC board, complete system, assembly, whichever is the case)
shall be shipped to arrive at customer's Coast Guard Island, Alameda,
California, site (the service delivery point for all services of the
intended contract), prior to noon the following day. E.g., next day
Federal Express, Emery or similar expedited carrier shall be required
to meet this requirement. If the component replacement does not solve
the problem, then Netscan staff shall visit the site, at contractor
expense, to repair the problem. Software support shall consist of
customer access via telephone to support line during the normal workday
for technical assistance related to the Gescan system. Automatic
software updates, patches, and upgrades shall be provided by the
contractor for all software applications required for Gescan too
properly operate. There shall be required for site access cleared
persons with a minimum clearance requirement of SECRET GENSER at time
of contract award. A DD Firn 254 Contract Security Specification will
be issued. Evaluations of proposals shall be conducted in accordance
with FAR 52.212-2 Evaluation -- Commercial Items. Offerors shall
include a completed copy of the provisions of FAR 52-212-3 Offeror
Representations and Certifications -- Commercial Items. Clause 52.212-4
Contract Terms and Conditions -- Commercial Items applies to this
solicitation. Clause 52.215-5 Contract Terms and Conditions Required to
Implement Statues or Executive Orders -- Commercial Items with the
following clauses; 52.219-8 Utilization of Small Business Concerns and
Small Disadvantaged Business Concerns (15 U.S.C. 637 (d)(2) and (3),
52.225-3 Buy American Act -- Supplies (41 U.S.C. 10) and 52.239-1
Privacy or Security Safeguards (5 U.S.C. 552a). Commerce Business Daily
