Research Projects Agency (DARPA) hereby announces an INDUSTRY DAY to
initiate the Affordable Rapid Response Missile Demonstrator (ARRMD)
program. The two-phased ARRMD program will include the design,
development, fabrication, integration, ground and flight test of a Mach
6-8 cruise missile for long range precision strike. The Military
utility of the missile is in the rapid defeat of long range, time
critical, heavily defended or hardened and buried targets. It is
envisioned that the missile will be capable of being air-launched by
Navy and Air Force tactical fighters, and strategic bombers or surface
launched from the Navy Vertical Launch System against targets at long
range (400-600 nm.) In addition, the missile engine must use
logistically suitable storeable fuels. The primary ARRMD program
objective is to design and develop a missile that can ultimately be
produced for an average unit flyaway price of $200K. The acquisition
approach for ARRMD is to use the authority of Section 845 of PL
103-160, as modified by Section 804 of PL 104-201, Authority to Carry
Out Certain Prototype Projects. This solicitation will emphasize the
use of commercial business practices and products, use of best
practices in design and manufacturing, integrated product development
and product teams, and integrated cost and schedule management tools
that can provide the government insight into program progress. In order
to participate in the ARRMD program, offerors must possess a Secret
security clearance. Offerors are requested to provide evidence of their
clearance with their request for further information (see below).
Awards made on the ARRMD program will be to U. S. Owned and operated
companies only. The near term schedule includes a draft solicitation
release on or about 7 November 1997, the INDUSTRY DAY briefing at 8am
EST, 14 November 1997. The INDUSTRY DAY briefing will be held at The
Johns Hopkins University/Applied Physics Laboratory, Johns Hopkins
Road, Laurel, Maryland 20723-6099. The current agenda for INDUSTRY DAY,
is for a Government briefing in the morning followed by an open forum
question and answer session in the afternoon. The purpose of the open
forum is to provide industry an opportunity to ask questions regarding
the ARRMD program and draft solicitation, and for industry to provide
the government feedback on the draft solicitation. The tentative
schedule for the final solicitation release is on or about 24 November
1997. Offerors should contact the government focal points listed above
in order to obtain further information about attending INDUSTRY DAY
and/or to request a copy of the draft solicitation. Requests must be in
