R -- CHEMICAL WASTE MANAGEMENT SOL KH800020 DUE 111797 POC Contact Point, Darline Felski of Kaiser-Hill, 303/966-3334 Kaiser-Hill Company, L.L.C., the Integrating Management Contractor at the U.S. Department of Energy's, Rocky Flats Environmental Technology Site, Golden, Colorado is seeking companies who posses qualifications for technical services required to sustain site compliance with chemical management regulations with the Colorado Department of Public Health and Environment (CDPH&E) and Department of Energy Orders. The purpose of this annoucement is to determine if there are any interested and qualified parties. Solicitations resulting from this announcement are not to subject to Federal Acquisition Regulation (FAR) Part 6, Competition Requirements. Interested parties may respond by submitting their Statment of Qualifications to Darline S. Felski at Fax 303/966-8350 by 12:00pm M.S.T. November 17, 1997. The scope of technical services requires technical support with demonstrated capability and expertise in the following areas: (1) Code of Federal Regulations (CFR) Titles 29, Parts 1910 and 1926, 40, and 49; (2) Colorado Hazardous Waste Regulations of Code of Colorado Regulations (CCR) Title 6, Part 1007-3; (3) American Conference of Governmental Industrial Hygienist (ACGIH), Threshold Limit Values (TLVs) for Chemical Substances and Physical Agents and Biological Exposure Studies; (4) National Fire Protection Association (NFPA) 30, Flammable and Combustible Liquids Code; (5) Flammable and Combustible Liquids Code Handbook, 1988; (6) Chemical Hazards, U.S. Department of Health and Human Services; (7) Treatment, storage and disposal of radiological, non-radiological, and shock sensitive chemicals; (8) Packaging of waste chemicals; (9) Documenting and demonstrating processes for removal of radiological and non-radiological waste from a DOE facility; (10) Demonstrated ability to comply with Health and Safety requirements at DOE facilities; (11) Expertise in the management of compatible chemical including segregation, packing and prepration for shipment; (12) Demonstrated capablities/certifications for chemical packaging in DOE radiation and non-radiation facilities; (13) Knowledge of Waste Acceptance Criteria for treatment and disposal facilities used for radiological and non-radiological waste; (14) Resource and knowledge to qualify disposal/treatment facilities/organizations and; (15) Demonstrated ability to fully participate in/contribute to VPP Health and Safety programs. Interested parties submitting responses to this annoucement shall provide an abstract of no more than (5) pages, executed by an authorized company representative, certifying to offerors capabilities in each of the listed areas of expertise. Abstract shall also provide specific project information demonstrating the parties capabilities, experience, and expertise in each of the (15) areas listed above. As solely determined by the Contractor, the omission or failure to correctly satisfactorily respond or certify to capabilities in each area as required above may result in the interested parties elimination from further consideration. This is not a request for proposal; however, all responces received before 12:00pm M.S.T. November 17, 1997, meeting the above requirements will be considered.
