information is provided to conduct a Market Survey of Industry to see
if there are any potential sources, in addition to incumbents. This
acquisition is a continuation of effort for engineering and technical
services in support of the Software Technology Support Center (STSC),
Ogden Air Logistic Center (OO-ALC). Potential sources would need the
skills and knowledge required to support the STSC mission to "help
organizations identify, evaluate, and adopt technologies that improve
software quality, efficiency, and predictability." Awardees will
accomplish this through, but not limited to, the following: 1.
Evaluating tools, methods, and processes of multiple software related
technologies, standards, and activities (e.g., project management, cost
estimation, risk management, configuration management, process capture
and enactment, software measurement, quality engineering, software
architectures, software engineering, systems engineering, etc.) 2.
Utilizing software process improvement models and activities (e.g.,
Software Engineering Institute's Capability Maturity Models, ISO-9000,
etc.) to improve the predictability of budget and schedule, and the
overall quality of an organization's processes and products. 3.
Assessing requirements, infrastructure, and culture of an organization
so as to plan, develop, and pilot programs for Air Force and DoD
software development, maintenance, and acquisition organizations to
adopt software related technologies. 4. Consulting directly on and
participating in technology adoption projects, including strategic
planning, action planning, sponsorship and team building, change
management, etc. The government plans to make multiple awards on
multiple year Indefinite Delivery Indefinite Quantity (IDIQ) contracts.
The contracting method planned will be IAW FAR Appendix BB Streamlined
Source Selection procedures. Only sources qualified to provide the
requisite services will be considered. The program management
responsibility will be provided at OO-ALC/TI, and the contracts will be
managed through OO-ALC/PK. Sources (other than incumbents) will need to
provide a concise and program specific response to this market survey
with sufficient information to substantiate they have, (1) the
necessary knowledge and understanding of the requirements; (2)
appropriate facilities and employees with satisfactory qualifications;
and appropriate management, and engineering expertise with software
technologies to be able to conduct the Engineering/Technical
requirements without technical, schedule, or cost risk. Responses shall
describe the potential offeror's qualifications in the following areas:
(1) Management System: describe the management approach to be employed
on the program, (2) Personnel Experience: describe the qualifications
of personnel projected to work on this program, (management,
engineering, and technical personnel), (3) Facilities: describe those
facilities to be provided to the contractor's personnel to encourage
optimum performance on the required tasks, (4) Demonstration of
capability: describe the plan (and schedule), prior to contract award,
that demonstrates the potential offeror's capability to perform the
tasks required. Potential offeror's (other than incumbents) are
requested to submit three (3) copies of an unclassified response
(limited to 30 Pages) within 45 days after publication of this notice
to OO-ALC/LFKS, 6072 Fir Avenue, Hill Air Force Base, Utah 84056-5820,
Attn: Dennis Riches, Contracting Officer. Information received will
normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. Requests for further information
