The U.S. Department of State, Foreign Service Institute (FSI), Leadership and Management Division (LMD), requires professional services for the delivery of two (2) six-day courses entitled "Deputy Chiefs of Mission/Principal Officers Seminar (DCM/PO) (PT-102). The course is to be held at a location within two hours' driving time of Washington, D.C. (Transportation to/from site will be a Contractor's expense). It begins on Sunday and ends on Friday afternoon. The central focus of the seminar is the development/refinement of leadership and management skills needed for effective performance as DCMs and POs. The participants (25 maximum) are Foreign Service Officers. Scope of Work: As a member of a four-person training team, you would be expected to do the following: a) facilitate one of the outdoor teams; b) present two of the following sessions: vision, values, goals/workplans, performance management, situational leadership, active listening, conflictmanagement, MBTI; c) introduce no more than two sessions in which the majority of the work takes place in small groups and, d) observe and give feedback during small-group sessions. There will be two half-day trainers meetings immediately preceding course delivery. Dates for these meetings will be established immediately afterward. Please note that FSI has a complete Instructor s Guide which outlines each session s goals and activities (This guide may be viewed in the Office of Acquisitions, FSI, upon request). We do not see the necessity for major design work, but there is enough flexibility to adapt the sessions to your own training style. Goals and objectives; The DCM Seminar will provide participants the opportunity to: 1) explore the role of the DCM/PO, including the DCM/PO s role as manager; and 2) identify and practice skills to carry out the role. Relevant skills include: developing a broad view or agenda of the Mission and its purpose; using goals and objectives to achieve the agenda and to manage the Mission; understanding different leadership styles and when to use them appropriately; monitoring other people s work and providing feedback; building and maintaining effective teams including the relationship with the Ambassador and with the country team; encouraging organizational values which support quality performance; managing/resolving conflicts in ways that promote teamwork and cooperation; and 3) Apply the skills being learned to the management issues DCM s will face including; personnel issues -- managing junior officers; budgets; dealing with other agencies; security issues; and community. Period of performance: June 7-12, 1998 and July 12-17, 1998. The COR is Carol Wzorek, Evaluation Criteria: Cost -- 30 percent, Adult learning experiential training background -- 30 percent; Outdoor training experience -- 20 percent; Experience with organizational culture -- 20 percent.
