is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6 as supplemented with
additional information provided in this notice. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-45 and Defense Acquisition
Circular 91-11. This announcement constitutes the only solicitation.
Quotations are being requested and a written solicitation will not be
issued. The solicitation number is N62604-98-Q-U502 and is issued as a
Request for Quotation (RFQ). This acquisition is unrestricted. The
standard classification code is 3585, small business size standard is
750 employees. A firm-fixed price purchase order will be issued under
the Simplified Acquisition Procedures. Contract Line Item 0001 is for
one lot Air Conditioning System consisting of a total of sixty-nine
(69) thru the wall type units. Forty-six (46) units with capacity of
14500/15000 BTUH cooling only. Remaining twenty-three (23) units shall
have capacity of 17500/18000 BTUH cooling only. All units must be from
one manufacturer and have the same appearance to comprise a building
cooling system. Entire lot shall comply with the following
specifications: Units shall comply with AHAM RAC-1 and UL 484.
Electrical requirements 208/230V 60Hz 1 Cy. Minimum energy efficiency
rating (EER) shall be 9.0 for the 14500/15000 BTUH units and 9.5 for
the 17500/18000 BTUH units. Provide units removable from inside the
building for servicing without removing the outside cabinet. Steel and
zinc coated surfaces shall receive at least one coat of primer and
manufacturer's standard factory applied finish. Cabinet shall be
insulated to prevent condensation and run off of moisture. Provide
mounting hardware of corrosion-resistant materials or protected by
corrosion- resistant finish. Provide air filters of the permanent
washable type, removeable without the use of tools and arranged to
filter recirculated room air and outside air, condensate drainage not
disposed of by evaporation and diffusion shall be connected to the
common condensate disposal drain attached outside the building. Provide
with metal or plastic mounting flanges on each side, top and bottom of
unit. Provide aluminum or shop painted zinc-coated steel fangled
telescoping wall sleeves designed to prevent leakage of driving rain.
Compressors shall be mounted on vibration isolators. Provide standard
3-wire standard length power supplies with plugs. Controls shall be
mounted in the cabinet, and shall permit fan only and cooling. Fan
shall be two speed. Automatic controls shall include adjustable range
thermostat 72-80 degree F that will cycle compressor to maintain
preselected temperature + 4 degree F. Units shall meet salt-spray test
for preservation requirements IAW ASTM B 117 and procedures A and B of
ASTM D 1664. Units shall be listed in AHAM DORAC. Contractual Data: Six
(6) copies of Commercial Publications required thirty (30) days after
award of contract and before delivery of material. Each copy shall be
in a single indexed binder and shall include, but not limited to,
Operator's Manual with lube chart (if required), Parts Manual, Shop
Maintenance, Service and Repair Manual. Furnished items shall be
clearly identified. Partial submittals are not acceptable. Six (6)
copies of Certificate of Compliance or Conformation shall be furnished
with the item. These certificates shall identify the product by
contract, document number and shall certify that the specified product
has successfully passed all test set forth in the referenced
publications. Furnished items shall be clearly identified. Six (6)
copies of Certification Data/Report- Testing shall be furnished with
the item. Data shall consist of a detailed description, in document
form, of compliance to the testing required and procedures used.
Delivery FOB Destination, Gulfport, MS, 50 calendar days after award.
This solicitation is issued as a request for quotes (RFQ). The
following Federal Acquisition Regulation (FAR) provisions and clauses
apply to this acquisition: 52.212-1 Instructions to
Offerors-Commercial, 52.212-2 Evaluation-Commercial Items. NCBC will
use the following factors to evaluate quotes, in descending order of
importance: A. Technical capability of the item offered to meet the
Government requirement and B. Price. The Government reserves the right
to make award of the initial offer received without discussions. The
Government will award a contract resulting from this solicitation to
the responsible offeror whose quote conforming to the solicitation will
be most advantageous to the Government, price and technical capability
considered. Companies wishing to respond to this solicitation should
provide this office with the following: A price quote, submitted on
your company letterhead or your standard company quotation forms, for
the requested items showing solicitation number, unit price, extended
price, FOB, prompt payment terms, delivery time, and correct address.
OFFERS MUST BE SIGNED. Each offer shall include a completed copy of the
provisions at FAR 52.212-3 and DFARS 252.212-7000, Offeror
Representations and Certifications -- Commercial Items, their Dun &
Bradstreet Code, and their Commercial and Government Entity (CAGE)
Code. Those companies not in possession of the provisions in full text
may contact this office and a copy will be faxed to you. The contract
clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial
Items is incorporated by reference and applies to this acquisition. The

contractor shall extend to the Government full coverage of any
standard commercial warranty normally offered in a similar commercial
sale. Acceptance of the warranty does not waive the Government's rights
with regard to the other terms and conditions of the contract. In the
event of a conflict, the terms and conditions of the contract shall
take precedence over the warranty. The warranty period shall begin upon
final acceptance of the items listed in the schedule. All questions
