This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All bids must reference the Invitation for Bid (IFB) number DAKF40-97-B-0022. Solicitation document and incorporated provisions and clauses are those in effect through FAC 90-46. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. The Standard Industrial Code (SIC) is 3357. Size Standard is 1,000 employees. Brand name acquisition has been justified and approved pursuant to FAR 6.302-1. The Period of Performance is 1 February 1998 through 31 January 1999, to include two (2) one-year option periods. Bids for the fixed price requirements contract shall include pricing for the base year and two (2) one-year option periods. SCHEDULE: ALL QUANTITIES ARE ESTIMATED. ONLY SIECOR BRAND NAME ITEMS ARE ACCEPTABLE. DELIVERY/ ACCEPTANCE AND FOB POINT: Delivery or performance shall be made only as authorized by delivery orders issued by the Directorate of Contracting in accordance with FAR Clause 52.216-18, Ordering. Delivery shall be FOB destination to Information Technology Business Center (ITBC), Building Number 1-T-1147, Fort Bragg, North Carolina 28307-5000 not later than 120 days after receipt or notification of delivery order. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition: 52.212-1, Instructions to Offerors-Commercial Items with paragraph "c" changed to 60 calendar days and paragraph "h" is deleted; 52.212-2, Evaluation-Commercial Items, with the following evaluation factor inserted in paragraph "a" of the provision: Bids will be evaluated as to price. Award will be made to the lowest responsive bid from a responsible bidder on the total dollar amount of CLINs 0001 through 2003 in keeping with the evaluation factors cited herein. Technical and Past Performance when combined are not applicable; and 52.212-3, Offeror Representations and Certifications- Commercial Items and Defense Federal Acquisition Regulation Supplement (DFARS) 252.212-7000, Offeror Representations and Certifications- Commercial Items are applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their bid.
