FISC Norfolk Detachment Philadelphia intends to acquire, on a sole source basis in accordance with FAR 6.302-1, engineering and technical services in support of the Product Oriented Design and Construction Cost Development Program, from Systems Programming Analysis and Research (SPAR) Associates, Inc. An indefinite delivery, indefinite quantity cost plus fixed fee type contract is contemplated. There is an estimated level of effort of 34,980 hours per year, with a base year and four, one year options. The services shall be in support of the Naval Surface Warfare Center, Carderock Div., Bethesda, MD. SPAR Associates, Inc. is considered the only supplier capable of meeting all requirements. This contract is for supplies/services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The solicitation will require the submission of cost/price proposals. All responsible sources may submit a proposal which shall be considered by FISC Norfolk Detachment Philadelphia.
