Richard J. Siebels, R.J.SIEBELS@larc.nasa.gov. NASA/LaRC plans to issue
a NASA Research Announcement for research, development, prototyping,
and implementation of Aviation Weather Information (AWIN) Systems and
related topical areas that contribute to a reduction in the rate of
fatal aviation accidents. The NASA AWIN effort is part of the NASA
Aviation Safety Initiative and attempts to follow the Weather
Investment Recommendations Summary of the weather sub-team of the
Aviation Safety Investment Strategy Team (ASIST) as publicized on the
Internet at
http://www.hq.nasa.gov/office/aero/oastthp/images/WX_Summa.pdf . All
interested offerors are invited to visit this web site for additional
information. The primary objective of these proposals is to
encourage/stimulate commercially viable prototyping and development of
complete AWIN systems or one or more components of AWIN systems to
enhance aircraft safety for the national general aviation community,
national airline/air transport community, and for wherever American
built or owned aircraft fly. Systems should address the general
aviation issues of affordability, low altitude coverage, limited
coverage area, tactical decisions, etc. The anticipated release date of
the NRA is on or about November 24, 1997 with an anticipated proposal
due date of on or about January 26, 1998. Participation in this NRA is
open to all individuals and categories of foreign and domestic
organizations, including industry, non-profit organizations,
educational institutions and other Government agencies. Technical
evaluations will be conducted through a peer review process by
discipline specialists. Proposals for up to 5 years of research support
will be solicited. Approximately $2.5Million of FY 1998 funds have been
allocated for awards under this NRA. It is anticipated that $5-$8
million will be available for 1999 through 2002. Cost sharing
arrangements (contracts and cooperative agreements) will be given
greater priority in the selection process. Teaming ventures to develop
entire systems are highly encouraged. Additional information on the
