Washington, DC 20024 B -- LOCAL AREA AUGMENTATION SYSTEM (LAAS) COST, REQUEST FOR
INFORMATION (RFI) POC Mr. Karl Kaser, (202) 358-5408. The Federal
Aviation Administration (FAA) is evaluating the resources and costs
required to obtain from industry a certified LAAS system including both
airborne and ground station segments, and any tasks associated with
siting and installation of such a system. Although, the FAA LAAS ground
system specification and the RTCA airborne system Minimum Operational
Procedures (MOPS) are not yet complete, drafts of these documents are
available for review to industry through the FAA World Wide Web
homepage, and through RTCA respectively. Specifically, the FAA is
interested in determining the estimated costs and schedule required for
the upgrade of existing Local Area Differential GPS (LADGPS) ground
systems to meet the LAAS specification for both Category I and Category
IIIb Precision Approach. Specifically, the FAA requests estimates of
cost and delivery schedule for the following: (1) Purchase of an
off-the-shelf LADGPS system; (2) Upgrade of existing LADGPS system to
LAAS Specification for Category I operations; (3) Upgrade of existing
LADGPS systems to LAAS Specification for Category IIIb operations. This
should include the cost and installation of pseudolites; (4) Integrated
Contractor Maintenance and Logistics -- Estimated Cost of all
maintenance of #2 and #3 above for a period of 5 years; (5) All costs
associated with site installation for #2 and #3 above; (6) Costs of
providing the NAS Implementation Management System (NIMS) maintenance
and operations status monitoring for #2 and #3 above in accordance with
FAA Order 6000.30B, Policy for Maintenance of the NAS through the year
2000; (7) Costs of obtaining associated LAAS MOPS compliant avionics
for aircraft (per unit) including the estimated number of units per
aircraft. This cost estimate should include the costs of obtaining all
the avionics for an aircraft installation. In addition to the listed
items, the FAA is also interested in determining the costs for the
following options if available. Delivery of the primary cost estimates
(Items 1-7 above) should not be delayed in order to refine these
estimates; (8) Upgrade of #2 and #3 above for: (a) Inclusion of
GLONASS; (b) Inclusion of Wide Area Augmentation System (WAAS) ranging
signals for availability augmentation; (c) Use of LAAS ground systems
as WAAS reference stations (in accordance with WAAS specification);
(9) Addition of multiple pseudolites at airport to preclude GPS
jamming; and (10) Siting and installation costs should be provided for
the following airports: A. For Category I facilities: (1)
Philadelphia, PA; (2) Juneau, AK; (3) Miami, FL; (4) Newark, NJ; and
(5) New York La Guardia, NY. B. For Category IIIb facilities: (1)
Atlanta, GA; (2) Chicago O'Hare, IL; (3) St. Louis, MO; (4) Dallas/Ft.
Worth, TX; (5) San Francisco, CA; (6) Los Angeles, CA; (7) Detroit,
MI; (8) Minneapolis; (9) National Airport, Washington, DC; (10)
Memphis, TN; and (11) Louisville, KY. C. Foreign Cat IIIb Facilities:
(1) Schipol International Airport, Amsterdam, Netherlands; and (2)
