Bureau of Reclamation (Reclamation), Reclamation Service Center (RSC),
on behalf of the Bureau of Indian Affairs (BIA) has a requirement to
renovate buildings at the Haskell Indian Nations University, Lawrence,
KS to accomplish code compliance work. The work to be performed under
the contemplated A/E contract consists of preparation of construction
drawings, specifications, design calculations for the renovations, and
a detailed Construction Cost Estimate. The contract performance period
is 180 calendar days. The A/E selection criteria listed in descending
order of importance are (1) Professional qualifications necessary for
satisfactory performance of required services; (2) Specialized
experience and technical competence in the type of work required; (3)
Capacity to accomplish the work in the required time; (4) Past
performance on contracts with Government agencies and private industry
in terms of cost control, quality of work; and compliance with
performance schedules; (5) Location in the general geographical area of
the project and knowledge of the locality of the project; (6)
Demonstrated success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in facility design and
(7) Indian Preference. This criterion will be used to evaluate the
offerors effort to comply with Section 7(b) of Public Law 93-638 which
requires that preference in employment and training be given to
Indian/Alaska Native individuals and preference in the award of
subcontracts be given to Indian/Alaska Native economic enterprises.
Pursuant to 25 U.S.C, 47, this acquisition is restricted under the "Buy
Indian Act" to firms qualified as Indian-owned (at least 51%).
Interested offerors should submit a current Standard Form 254 for the
firm and each proposed subcontractor, and a current Standard Form 255
describing the specific qualifications of each firm proposed in each
field. Offerors should address each selection criterion in the same
order as listed above in paragraph form in Block 10 of SF-255.
Additional sheets may be attached, as required. The location of the
office in which the work will be performed and the experience of the
personnel (current and future employees) proposed to perform the work
and the office location of all proposed staff should be clearly
indicated. Two copies of the required information must be submitted by
interested offerors no later than 15 calendar days after the date this
synopsis is published. No other notification of this project will be
made and no further action beyond submission of requested information
is required of interested offerors. This is not a request for proposal
