Program Follow-on Contract (WASP2). The DOJ has a contract with Bell
Atlantic for telecommunication services in the Washington, D.C. metro
area which expires in 1999. Under this contract, DOJ obtained under a
Lease to Ownership Plan a perpetual right to use exclusively a Northern
Telecomm DMS 100 digital central office (this is not a PBX) located on
Bell Atlantic premises in Washington, D.C. DOJ has a requirement for
a new ten year contract to continue these services and provide upgraded
services beyond 1999. Requirements for the follow-on contract include:
1) continuation and capability to provide 25 thousand full featured
existing centrex lines at 41 locations with growth potential to 50
thousand lines over the life of the contract; 2) system compatibility
with existing station equipment which are primarily Meridian business
sets; 3) All-in-one systems integration which includes responsibility
for One System and the continued operation of a a System Management
Center (SMC). OneSystem includes the SMC personnel, the operations and
control system, the DMS100 central office, associated existing and
future remote modules, cable and wiring installations. Cable
installations include outside plant underground, riser, and horizontal;
and 4) Complete maintenance and administrative management of the
system. Interested parties may obtain more details by reviewing the
"WASP2 Requirements Summary" available at the DOJ web site
www.usdoj.gov (click on Topical Index, then Business Opportunities) or
by sending a written request to the Contracting Officer at the address
specified above. The summary will provide instructions for providing
technical/management and cost/business information to the DOJ in order
to assist the Department in making a determination whether or not to
seek full and open competition for this requirement. If the DOJ
determines not to seek full and open competition, it will proceed to
negotiate with Bell Atlantic under the authority of FAR 6.302, based on
their ability to provide continuous high quality services at all
locations and to avoid duplication of costs including cut-over,
transition, implementation, and infrastructure costs. The DOJ believes
only Bell Atlantic can provide these services technically and
economically and we will conduct a competition only if respondents
provide clear and convincing information they can compete on a
technically and total cost basis. In making this determination, the DOJ
will assess contractor and Government borne transition, cut-over, and
implementation costs. The determination to seek full and open
competition or to limit competition based upon responses to this notice
is solely within the discretion of the Government. There is no RFP
