is the intent of the Defense Information Systems Agency (DISA) to
modify the DISN Transition Contract (DTC), DCA200-96-D-0043, with AT&T
to extend the current period of performance under the statutory
authority of 10 U.S.C. 2304(c)(1) entitled Only One Responsible Source
And No Other Supplies Or Services Will Satisfy Agency Requirements.
The modification to the DTC contract will provide for continuity of
services and transition to Defense Information System Network (DISN)
contracts for switched voice, data and video services. The modification
to the DTC contract will be for a period not-to-exceed a one year base
period with four (4) three (3) month option periods. The Defense
Information Systems Agency is in the process of transitioning the
services provided under the DTC contract to DISN contracts. Applicable
DISN contracts consist of the DISN Switched/Bandwidth Manager Services
-- CONUS contract (awarded to MCI), the DISN Transmission Services --
CONUS contract (awarded to AT&T) andthe DISN Video Services -- Global
contract (awarded to AT&T). Transition, which was to have been
completed on or before 30 November 1997, has been delayed due to an
industry-wide non-availability of SONET facilities needed to support
the OC3 transmission backbone provided under the DISN Transmission
Services -- CONUS contract. This contracting action is necessary to
ensure the continuation of telecommunications services that support the
sustaining base information infrastructure and allows its rapid
extension to deployed military forces anywhere in the world. It will
enable DOD to continue providing those necessary communications
services without interruption until the DISN -- CONUS basic network
