D -- DATA AND SYSTEM SUPPORT SERVICES SOL DAAD05-98-R-0507 DUE 032798 POC Contract Specialist Susan A. Troccoli 410 278-0872 (Site Code DAAD05) The U.S. Army Garrison Aberdeen Proving Ground (USAGAPG) has a requirement to purchase Data and System Support Services under the purview of full and open competition for the U.S. Army Environmental Center (USAEC), U.S. Army Center for Health Promotion and Preventive Medicine (USACHPPM), and the Directorate of Safety and Environment (DSHE). This requirement is required to assist the government in providing (1) Desktop Publishing and Graphics Support, (2) Army Data Management Support, (3) Systems and Communications Support, and (4) Information Systems Development, Operations and Maintenance. Period of performance is five years. The core effort includes 60 positions with future growth anticipated. Most of the work will be accomplished on-site at the Edgewood Area of Aberdeen Proving Ground, MD 21010. Detail for each area is provided as follows: (1) Desktop Publishing and Graphics -- Research and evaluation of state-of-the-art presentation software and hardware and provide support for multimedia graphics, electronic and print output using the latest technology. Capabilities shall include the design and development of multi-media, interactive audio/visual motion presentations on 3-dimensional graphics systems, as well as the use of automated desktop publishing and traditional graphic techniques in conjunction with writing and editing techniques. (2) Army Data Management Support -- Acquire and use operational, analytical, and reporting programs. The contractor shall support special one-time ad hoc retrieval requests from users at various levels of command using Structured Query Language (SQL) where applicable or other means when SQL is unavailable. The contractor shall develop, test, document and support customized retrieval programs for repetitive data extraction from databases as required and provide documentation and operation of support hotline with answering machine or voice mail support for off hours shall be provided by the contractor. Contractor shall serve as primary instructor or classroom assistant for information systems, and shall review, evaluate, beta test, and provide recommendations for improvement of software. The contractor shall maintain and support master databases as required. (3) Systems and Communication Support -- Desktop and corporate systems administrative, monitoring and multi-platform LAN/WAN support. Network integration support, systems security requirements, and an automated help desk will be maintained and supported. The contractor shall establish, maintain, and operate a microcomputer and UNIX testing facility reflecting existing systems and configurations found within APGEA and Army-wide user community, and establish, configure, maintain, and support a Window NT operating system environment. Web server integration and maintenance and web data management support shall be provided. System Database Administration (DBA) functions for Oracle and other databases shall be provided, and the contractor shall manage the installation and upgrade process of APGEA databases. The contractor shall provide training for use of office automation COTS software. (4) Systems Development, Operations, and Maintenance -- Requirements solicitation and analysis, systems analysis, data modeling, software design, development, configuration management, testing, documentation, training, maintenance, and support of corporate information management, office automation, and data tracking systems. Both Client/Server and Web-based applications shall be developed using various development environments, such as Oracle Designer 2000, Oracle Developer 200, Delphi, Microsoft Visual BASIC and Microsoft Access.
