ICBM MAINTENANCE FUNCTIONS WHITE PAPER The Air Force is looking into the feasibility of outsourcing functions within ICBM maintenance. Industry is invited to participate on a voluntary non reimbursable basis in this assessment through the submission of white papers on the following questions: 1. DoD regulation 5210.42 defines the Personnel Reliabilitly Program (PRP) as a commander's program. How do you envision the PRP duties, responsibilities, and command relationship between the commanders and corporate employees? 2. What mechanism(s) would be available for a commander to monitor corporate employees PRP responsibilities? Include in your answer social and financial stability issues, as well as medical issues. 3. At our first meeting, vendors identified the current USAF workforce as the bulk of their projected employees. If USAF personnel (military) are not released concurrent with outsourcing, what other manpower sources are available to fill these maintenance positions? 4. If outsourcing all of ICBM maintenance is NOT recommended by the IPT, how would you outsource the non-dispatching flights and sections? 5. Due to the unpredictable nature of the ICBM maintenance business and the requirement for 24 hours/day, 7 days/week coverage by most supporting flights and sections, how would you plan to hold costs down?
