COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 5,1997 PSA#1966REQUIREMENTS REVIEW MEETING FOR JOINT TACTICAL RADIO (JTR) The Director
for Command, Control, Communications and Computer Systems (J-6), the
Joint Staff, in conjunction with the Service C4 Chiefs, will host/hold
a Joint Tactical Radio (JTR) requirements review meeting on November
18, 1997 from 0800-1800 at the Hyatt Fair Lakes, Fairfax, Virginia (see
details below). PURPOSE: To involve industry representatives in the JTR
requirements process. The J-6 and Service C4 Chiefs are looking for
industry input into the JTR development effort. The emphasis is on
information exchange relating to the JTR Operational Requirements
Document (ORD), not future acquisition programmatics or inventory
requirements. This all-day event will begin with a brief J-6 overview
of JTR from the Joint Staff and Service perspective. The remainder of
the morning will focus on a review of the JTR ORD, with particular
emphasis on paragraph four. In the afternoon sessions, the focus will
be on the Domain Annexes to the ORD. In each of these sessions, the
Joint Staff will conduct a line-by-linereview of the ORD requirements
to obtain industry input/feedback on the ORD development. Industry
attendees should offer feedback/exchange on the information being
presented. To prepare for this meeting, interested parties can access
the validated JTR Mission Need Statement (MNS), draft ORD and updated
meeting information on the J-6 website at www.dtic.mil/jcs/j6 after 1
November 1997. BACKGROUND: The need exists for a software programmable,
multi-band, multi-mode digital radio system that provides increased
interoperability, flexibility and adaptability to support the varied
mission requirements of the warfighters. The system must be capable of
simultaneous networked voice, video, and data operations with low
probability of intercept over multiple frequency bands. This concept,
embodied in the Joint Tactical Radio, is essential to realizing the
goal of a fully digitized battlespace. The Joint Tactical Radio must be
capable of providing short- to long-range, both terrestrial and
satellite communication, information exchanges (voice, video and data),
providing higher data rates than available with current equipment. In
addition to low and medium data rate exchanges, the system must
accommodate continuous high speed (T-1 and greater) data linkages
through dynamic allocation of the resources. For backward compatibility
with legacy communications systems, it must interoperate with current
battlespace communications systems, as well as other emerging military
and commercial communications technology. Basic information regarding
related JTR constraints such as environment, mobility/transportation,
logistics, standardization and interoperability, security, spectrum
management, network management, and modularity can be found in the JTR
