synopsis/solicitation for commercial items is prepared in accordance
with the format in subpart 12.6 of the FAR, as supplemented with
additional information included in this notice. This announcement
constitutes the final request for solicitation; bids are being
requested and a written solicitation will not be issued. This combined
synopsis/solicitation is issued as a invitation for bids (IFB). This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 46. This combined
synopsis/solicitation is open to both large and small business
concerns. The standard identification code (SIC) number is 0782 and the
small business size standard is $5 million. This is a Firm fixed price
type solicitation to provide grounds maintenance services at U.S.
Coast Guard Integrated Support Command New Orleans, LA.
BILLING/SCHEDULE: CLIN 0001 Base Year 1 December 1997 through 30
November 1998, CLIN 0001A: To provide ground maintenance service in
accordance with Scope of Work from the first of April thru the last day
of November: (QTY) 8 (UNIT) MTHS (UNIT PRICE) $__ __ ____ TOTAL AMOUNT

to be eligible for award, offeror's shall submit prices as specified
above for all option years: CLIN 0002 -- Option Year One- 1 December
1998 through 30 November 1999, CLIN 0003 -- Option Year Two -- 1
December 1999 through 30 November 2000, CLIN 0004 Option Year Three --
1 December 2000 through 30 November 2001, CLIN 0005 Option Year 4 --
1 December 2001 through 30 November 2002 (Please provide your prices on
your company letter head when you submit your bid). SCOPE OF WORK:
GENERAL. The contractor shall furnish all labor, equipment,
transportation and supervision necessary to perform the grounds
maintenance at U.S. Coast Guard Integrated Support Command New Orleans,
4640 Urquhart Street, New Orleans, LA in accordance with the Statement
of Work prescribed herein. LOCATION OF WORK: the work shall be located
within the boundary of the U.S. Coast Guard Integrated Support Command
New Orleans, LA. SERVICE AREA: North to South -- All ground area
extending from fence beneath Judge Seeber Bridge to tunnel under St.
Clause Avenue, except for the fenced in area controlled/owned by the
Port of New Orleans (otherwise known as back forty). East to West --
From top of levee, excluding that portion maintained by the Army Corps
of Engineers, up to and including the grass area outside of the
chain-link fence which runs parallel to railroad tracks. Other Areas --
Included in the above are all inside patio areas and the area between
the wings of "B" and "C" buildings on the southern end of the
Integrated Support Command. REQUIRED SERVICES: WEEKLY -- perform the
following services weekly from first of April thru the end of November.
MOWING -- Moving of all grass areas listed in "North to South" and
"East to West" above. Mowing is to be performed by utilizing a riding
or manually pushed gas powered lawnmower. The cutting blades of all
mowing equipment shall be kept sharp and in good working order.
SWEEPING -- Sweep paved entranceways between building "A", "B" and "C".
After mowing and trimming, sweep up all grass clippings, fallen leaves,
trash and palms from the areas. Sweep and clean all streets and
sidewalks clear of grass cutting and other debris. TRIMMING, EDGING
TURF, AND WEEDING FLOWER BEDS: These shall be done on a recurring basis
in conjunction with grass cutting and shall include the net edging and
trimming of grass and weeds by hand or special tools along walks,
walls, curbs, fences, trees, shrubs, plant beds tanks, fire plugs,
poles, guy wires, sprinkler head and other areas not reached by regular
mowing equipment. WEED ERADICATION: All sidewalks, curbs, streets,
atriums, and parking areas shall be weed controlled on a recurring
basis in conjunction with each mowing. Eradication by chemical means
may be utilized when approved by the Contracting Officer's Technical
Representative (COTR). The contractor shall submit manufacturers
literature of proposed use of chemical one day prior to start of
mowing, and immediately any changes thereafter for approval. Chemicals,
if utilized shall meet Environmental Protection Agency requirements and
be applied in accordance with manufacturer's procedures. APPLYING
ADDITONAL PESTICIDES TO CONTROL RED ANT POPULATION: Applying pesticide
every two weeks in conjunction with each grass cutting to control red
ant populations. By applying pesticide by chemical means may be
utilized when approved by the Contracting Officer's Technical
Representative (COTR). The contractor shall submit manufacturers
literature of proposed use of chemical one day prior to start of
mowing, and immediately any changes thereafter for approval. Chemicals,
if utilized shall meet Environmental Protection Agency requirements and
be applied in accordance with manufacturer's procedures.
UNIFORMS/SAFETY/EQUIPMENT: UNIFORMS -- All personnel shall wear company
uniforms of the same type bearing the name of the company. All footwear
should be of good quality and meet safety stands for the type of work
performed. Socks are required to be worn with shoes. Tennis or canvas
type shores are not permissable. Wearing of loose necklaces, bracelets,
or other types of loose jewelry is not permitted. SAFETY -- All
equipment operators shall be qualified operators of their power
equipment, trucks, street sweepers, etc. All equipment operators shall
wear safety protection equipment required by equipment manufacturer
and OSHA. EQUIPMENT -- All power operating equipment and all hand or
vehicular tools shall be operated within the safety parameters as
defined by OSHA. Equipment shall be carefully maintained and operated
with proper safety guards and devices and with discretion when near
designated Government Representative may stop work if equipment is
found to be unsafe. SUPERVISION AND SCHEDULING: SUPERVISION -- The
contractor shall be required to have a qualified work supervisor on the
job while contract work is being performed. The site supervisor shall
service as a point of contact for the Contracting Officer or the COTR
in maintaining the work specification requirement, scheduling,
inspections, and maintaining safety standards. SCHEDULING AND
COMPLETION REPORTS:- The contractor shall be responsible for
establishing and maintaining a monthly work completion schedule for
performance of work as specified herein. The contractor shall submit a
monthly work schedule 3 days before start of contract performance, and
by nolater than the last day of the receding month, thereafter. In
addition, the contractor shall furnish the COTR the Grounds Maintenance
Job Completion Report (available upon request of solicitation) no later
than 3 days following completion of each job. The following reports are
required as shown above: 1) Scheduling Report, 2) Job Completion
Report, 3) Eradication Literature (as shown in "Weed Eradication", 4)
Pesticides & Fertilizer Literature in accordance with "Applying
Fertilizer & Pesticides" and "Applying Additional Pesticides to control
red Ant population". FAR provision 52.212-1 Instruction to Offerors
Commercial Items is incorporated by reference. The following are
addendums to FAR provision 52.212-1: The following clauses are
incorporated 52.214-5 Submission of Bids, 52.233-2 Service of Protest
(OCT 95), 52.217-5 Evaluation of Options (JUL 90), 52.232-15 Progress
Payments Not Included (APR 84). FAR provision 52.212-2 Evaluation --
Commercial Item does not apply, award will be made to the offeror who
submits the lowest, responsible bid. Offerors shall complete FAR Clause
52.212-3 Offers Representations and Certifications -- Commercial Items
(MAR 96) and submit it with their offer. The certification shall be
requested via fax from the Point of Contact identified below. FAR

Option Contracts). WAGES: Bidders may obtain the latest wage
Determination No. 94-2351 Rev. 6 dated 7/2/97 which established the
prevailing wage guidelines for this contract via fax from the Point of
Contact listed below. INSURANCE: Before commencing work under this
contract, the contractor shall acquire a Certificate of Insurance in
accordance with FAR clause 52.228-5 Insurance -- Work on a Government
Installation (SEP 89). Insurance coverage will be as follows: WORKMEN'S
COMPENSATION AND EMPLOYER'S LIABILITY INSURANCE with employer's
liability coverage of a least $100,000.00, GENERAL LIABILITY- bodily
injury liability insurance coverage written on the comprehensive form
policy -- at least $500,000.00 per occurrence and AUTOMOBILE LIABILITY
-- required on the comprehensive form of policy, and shall provide
bodily liability and property damage liability covering the operation
of all automobiles used in connection with performing the contract.
Policies shall provide coverage of at least $200,000.00 per person and
$500,000.00 per occurrence for bodily injury and $20,000.00 per
occurrence for property damage to be provided within 10 days after
award date. NOTICE TO OFFERORS: It is the policy of the Coast Guard to
issue solicitation and make contract awards in a fair and timely
manner. To further this policy, the Commandant has created the position
of Solicitation Ombudsman who is empowered to investigate issues raised
by prospective offerors and resolve them, where possible, without
expensive and timely-consuming litigation. Potential offerors who
believe that a Coast Guard solicitation is unfair or otherwise
defective should first direct their concerns to the cognizant
