Andi Psmithe, 703-681-0626 (fax 0666) Notice of intent to negotiate and issue a sole-source, 6-month contract to Phoenix Air for Contracted Training Flight Services (CTFS) for the period 01 Apr 98 -- 30 Sep 98. This would be an extension to the current contract, DAHA90-93-D-0002. The reason for the sole-source 6 month contract is the need to allow a potential non-incumbent winner of the new multi-year contract (which is being competed) adequate transition time to safely prepare his aircraft, personnel and equipment to take over the contract. This sole-source is justified based on FAR 6.302-1, only one responsible source, since the incumbent is currently performing the flight services and can continue them safely for an additional 6 months without any need for ramp-up or transition time, and without a break in service. The Government still intends to fully compete a multi-year contract for CTFS, performance beginning 01 Oct 98. Any prospective offerors who are not already on the mailing list may respond to DAHA90-97-R-0017, which was previously synopsized approximately 19 May and 14 Oct 97. The RFP DAHA90-97-R-0017 will be released on or about 17 Dec 97. There is no need to resubmit your request for a copy of the RFP if it has been previously submitted. This synopsis is a notice of intent and should not be considered an RFP. No solicitation will be issued for the 6 month extension. A determination by the Government not to compete this proposed short term contract based upon responses to this notice is solely within the discretion of the Government. (0304)
